Duties

Help

Incumbent typical work assignments may include the following:

  • Conducts research on personnel actions unique to Guantanamo Bay/overseas environment and coordinates resolution with personnel staff.
  • Determines program goals and develops plans for the organization jointly with supervisory chain.
  • Determines program emphasis and operating guidelines, and understands and communicates branch policies and priorities throughout the organization.
  • Manages organizational changes or changes to structure and content of the program and branch directed.
  • Assists the OMC Component Records Managing Officer (CRMO) with the Records Management Program through the analysis and review of document procedures.
OCONUS Information:
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Current DoD competitive service employees may be entitled to statutory return rights to their former position for up to 5 years if selected for this position.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to successful applicants for positions at overseas locations. For this provision to apply to employees already overseas, the selected individual would have to require a permanent change of station move and would have to be selected as a result of a recruitment effort that had been extended outside of the overseas command involved.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability with: 1) Managing the day-to-day administrative support and operations functions such as human resources, logistics, and travel; 2) Establishing internal procedures to manage deadlines, status reports and/or directives; 3) Applying the policies, procedures, guidelines, laws, and regulations of administrative functions (i.e., facilities, human resources, logistics, and travel) to develop policies; And 4) Leading teams of Administrative professionals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
