Duties

Help

All MWEOC staff have emergency assignments and are considered deployed in place. Exercises and activations are planned and unplanned, and may require long hours, nights, weekends and holidays.

All MWEOC employees are: (1) required to use a government-issued electronic device (to include cellular phones); (2) subject to recall during emergency situations; and (3) required to perform work in locations both above and below ground.

What will I do in this position if hired?

In this position, you will serve as a Police Officer maintaining law and order and security while protecting life, property, and the civil rights of individuals. You will have full authority to carry firearms and make arrests in order to detect and investigate a wide range of incidents in accordance with federal, state, and local laws. Typical assignments include:

  • Enforcing federal laws and regulations for the protection of life and property while carrying firearms.
  • Making arrests without a warrant for any offense, patrolling the facility grounds and structures to prevent and detect theft, damage, or unauthorized entry, monitoring alarm systems, closed circuit television systems, and telephone and radio networks, regulating pedestrian and vehicular traffic, receiving and acting on calls concerning reports of breaches of the peace, violations, complaints, emergencies, accidents, and/or injuries, taking statements from persons involved and follows up on information obtained.
  • Serving warrants and subpoenas issued under the authority of the United States, conducting investigations, on and off the MWEOC, of offenses that may have been committed against property owned or occupied by the federal government or persons on the property.
  • Preparing incident reports and other appropriate documentation relevant to breaches of the peace, acts of violence, theft of federal or personal property, and other violations committed on federally owned or controlled property at the MWEOC and assisting federal, state, or local law enforcement officials in follow-up investigation.
  • Conducting long and short-term investigations, completing investigations of all crimes (both felony and misdemeanor, investigating complaints, leads/tips, develops leads, obtains physical evidence, seeking out witnesses for questions, takes testimony, preparing reports, making recommendations and preparing cases for prosecution.

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Promotion Potential: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement.

To qualify for this position at the GS-06 level, you must possess one full year of specialized experience equivalent to at least the GS-05 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  1. Patrolling on foot or by vehicle on an installation or facility to identify suspicious activity and potential threats OR,
  2. Performing duties to protect personnel, property, or other resources OR,
  3. Standing a fixed post and controlling personnel access by monitoring the identification of individuals entering a facility or building OR,
  4. Operating a variety of communications and security equipment, such as computers, multi-frequency radios, multi-line telephone systems, and other related peripherals to support both routine and emergency operations OR,
  5. Writing and submitting reports on activities or incident involving violations of appropriate laws or regulations.

Requirements for this position:

  1. Participate in tests and exercises during non-duty work hours.
  2. Wear a uniform.
  3. Wear various Personal Protective Equipment (PPE) to include respirators, masks, self-contained breathing apparatus, & armored vests.
  4. Obtain & retain authority under Department of Homeland Security (DHS) Delegation 12000, Delegation for Security Operations within the Department of Homeland Security by completing Federal Law Enforcement Training Center's (FLETC) Uniform Police Training Program or equivalent FLETC basic police training program within 1 year of appointment.
  5. Work shifts including weekends and holidays, and emergency overtime when necessary.
  6. Subject to recall 24/7.
  7. Required to work above and below ground.
  8. Subject to mandatory random drug testing.
  9. Meet requirements of 18 U.S.C. § 922(g)(9), known as the "Lautenberg Agreement" which outlines carrying of firearms.
  10. Must be able to continue to perform the duties of this position in the event of a crisis until relieved by proper authority.
  11. Subject to supervisory inspection and approval of attire, as an officer representing MWPD, for professional and competent image to include a clean, neatly pressed uniform or attire for tidy appearance in accordance to established dress code.
  12. Pass a pre-employment and yearly physical exam & maintain a specified medical profile.
  13. Drive a vehicle & maintain a valid state driver's license. (Please do not upload a photocopy of your license. HR will ask the selection to provide a copy at time of job offer).
  14. Carry firearms or other weapons authorized for their specific jurisdiction & must qualify bi-annually with authorized weapons and demonstrate skill and proficiency in their uses.
