About the Position: The Clinical Nurse is an integral team member who provides conventional nursing care to clinic patients that has a level of responsibility for the oversight of day-to-day team activities and care coordination of patient's needs across the life span and continuum of care, provides guidance and direction to the team's licensed practical nurses and paraprofessional personnel, and contributes to all elements of a high reliable organization.

Duties

Help
  • Provides comprehensive nursing care to clinic patients utilizing evidence-based approach and application of clinical practice guidelines.
  • The incumbent independently performs direct nursing care to clinic patients via telemedicine, virtual, and face-to-face care to include triage, procedures, nurse-managed protocols, and medication management.
  • Incumbent assists clinician with physical examinations, treatments, diagnostic procedures, and coordination of health care needs of patients.
  • Incumbent tracks patient's laboratory, radiology, and referral results to completion and tracks at-risk patients by following the plan of care and assisting in making future appointments.
  • Incumbent initiates and maintains medical history on patients, records observations and stated symptoms for use by the clinician.
  • Incumbent observes and records pertinent vital signs and orders laboratory procedures on patients that may be required for clinician.
  • Incumbent assists in counseling and educating patients to include, but not limited to: diet, prenatal and postpartum care, personal hygiene, acute or chronic illness, wellness/preventive health measures.
  • Incumbent initiates emergency care as needed and assembles, operates, and monitors specialized equipment such as Electrocardiogram (ECG) machine, Nebulizer Spirometry and any other equipment used in the delivery of patient care.
  • Ensures administrative requirements related to patient’s visit are completed timely and correctly.
  • Utilizes automated programs and information technology as effective communication and management tools to facilitate the patient experience and coordination of care.

  • Must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
  • Incumbent must, as a condition of employment, be immunized on an annual basis against influenza.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Incumbent caring for pediatric patients in clinics, inpatient units, and critical care and specialty areas such as emergency room, neonatal intensive care, and pediatric intensive care must be additionally trained in PALS and adhere to local policy.
  • Must have at time of entry a current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede and maintain for the duration of employment.
  • Must receive a Federal Bureau of Investigation (FBI) fingerprint check and State Criminal History Repository (SCHR) checks.
  • Appointment may be subject to a suitability or fitness determination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Nurse (Clinical):

Degree: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).

Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.

Foreign Degree: Graduates of foreign nursing schools must have completed the Commission on Graduates of Foreign Nursing Schools Certification Program. The certification program consists of a credential's evaluation, the CGFNS Qualifying Exam, and evidence of passing one of the approved English Language Proficiency examinations. A copy of the CGFNS Certificate is required.

Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017, or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.


In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Education/Experience: A diploma, associate degree, or bachelor's degree in nursing from a professional nursing program and possession of at least one full year of professional nursing experience (equivalent to the GS-7 grade level or above) which includes providing nursing care to a variety of patients, coordinating patient care, and providing patient education.

OR

Education: A master's degree in professional nursing.

EXEMPTION: You are exempt from the qualification requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017, or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.

Two full years of progressively higher-level graduate education or a master's or equivalent degree from a professional nursing program.
