Duties

Help
  • Manages programs and processes in order to ensure efficient and compliant execution of financial management resources.
  • Prepares and delivers briefings, training sessions, consultations and strategy sessions with other staff service functions and activities to influence managers and others to accept findings and recommendations.
  • Assesses a variety of reports received from internal and external sources to develop formalized recommendations for management’s consideration.
  • Receives special projects pertaining to improving the effectiveness and efficiency of financial management operations and related functional requirements.
  • Duties will be developmental in nature when the position is filled below the full performance level.

Qualifications

FOR THE GS-5 ENTRY GRADE: One year of general experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-4) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

General Experience for the GS-05 level is defined as experience that demonstrates the ability to: analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed education and experience may be used to meet total experience requirements.

FOR THE GS-7 ENTRY GRADE: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-5) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience for the GS-07 level is defined as: applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering financial data from various sources related to a specific financial issue; and researching financial policies and laws to resolve common financial issues.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: One full year of graduate level education or superior academic achievement (SAA) may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

  • Superior Academic Achievement (S.A.A.) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Bachelors degree required or a senior in college can apply with certain considerations (please use link to OPM to determine if you qualify)
    • Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
    • Grade Point Average (GPA) -
      • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
      • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
      • Election to membership in specific National Scholastic Honor Societies.

  • This position is covered by the Administrative Careers with America (ACWA) assessment in accordance with 5 CFR part 300.
  • Financial Management Certification: As a condition of employment, the selectee must meet the requirements of the DoD Financial Management (FM) Certification Program. The FM Certification Program is a course based program consisting of three certification levels. Level 1 certification must normally be completed within two years of the selectee's employment start date.

  • This position will be covered by formal training under the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated.
