Serving as a Training Administrator GS-1712-11/12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Training Resources Scheduling Branch (TRSB), Training Resources Coordination Division (TRC), under the Training Management Operations Directorate (TMO) with the Office of the Associate Director for Training Ops located in either Artesia, New Mexico or Glynco, Georgia.

The primary purpose of this position is to ensure the effective planning, development, scheduling, and coordination of training programs and resources at the Federal Law Enforcement Training Centers (FLETC). This role supports the successful delivery of law enforcement training to a large and diverse student population, ensuring that training facilities, instructional resources, and program sequencing are optimized to meet the needs of multiple simultaneous training programs.

Typical duties include:

  • Planning, developing and coordinating training schedules for law enforcement training programs, ensuring the efficient utilization of training facilities, instructional resources, and personnel.
  • Applying analytical and evaluative methods to assess the efficiency and effectiveness of training program support, including scheduling, resource use, and program operations.
  • Advising stakeholders on training policies, procedures, and resource requirements to ensure alignment with organizational goals.
  • Ensuring training programs comply with DHS, FLETC, and Partner Organization policies, regulations, and objectives.

Specialized Experience:
You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as:

  • You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing the following duties: (1) Conducting detailed analysis of complex functions and scheduling processes for large scale operations to reconcile past capabilities with future requirements; (2) Establishing short and long term goals and determining the resources (personal, physical, fiscal) required to achieve desired outcomes; (3) Assessing training needs and deficiencies to evaluate current and proposed training programs; (4) Utilizing automated scheduling functions and data analytics to set and maintain complex schedules.
Substitution of education in lieu of specialized experience may not be used for this grade level.

You qualify at the GS-11 grade level if you possess one of the following:
  • One year of specialized experience, equivalent to the GS-09 grade level in Federal service, performing the following duties: (1) Developing training programs for large-scale operations, ensuring efficient utilization of resources and facilities. (2) Analyzing training programs to identify resource requirements and resolve scheduling conflicts. (3) Coordinating with stakeholders to integrate actions into comprehensive training plans while maintaining alignment with organizational goals.; OR
  • A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR
  • A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases.
