As a SUPERVISORY FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-15 some of your typical work assignments may include:
  • Provides authoritative advice to the Chairman and Vice Chairman, Joint Chiefs of Staff (CJCS and VCJCS, respectively), the Director and Vice Director, Joint Staff (DJS and VDJS, respectively), General and Flag Officers (G/FO/SES) , senior and mid- level managers concerning the programming, budgeting, execution, accounting, contracting, reporting, and review and analysis of systems for management of the Joint Staff Future Years Defense Program (FYDP), Program Objectives Memorandum (POM) and Budget Estimate Submission (BES) submitted to the Secretary of Defense, Office of Management and Budget (OMB), and the Congress.
  • Executes the Joint Staff budget; provides required budgetary and proprietary accounting support consistent with the U.S. Standard General Ledger (USSGL) and Treasury Manual directives.
  • Provides financial statement reconciliations and financial information in support of "Notes to Departmental financial statements";
  • Provides a variety of relatively complex, compliant financial services; interfaces with fiscal networks, the Washington Headquarters Services (WHS), Military Departments, Unified and Specified Commands , and other agencies; and, coordinates efforts for financial support between the Joint Staff, special access and classified activities, and other federal agencies.
  • Formulates budget estimates and their execution in connection with the approved and planned programs of the Joint Staff and certain special access and classified activities in support of Unified and Specified Commands.

  • May be required to work other than normal duty hours including evenings, weekends, and holidays, and will be compensated within the scope/guidelines of government civilian employment
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

You may qualify at the GS 15 , if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below:

  • Executing the Joint Staff budget while providing required budgetary and proprietary accounting support consistent with the U.S. Standard General Ledger (USSGL) and Treasury Manual directives.
  • Managing most aspects of the Planning, Programming, Budgeting and Execution (PPBE) process.
  • Supervising, coordinating, and expediting the work of a staff of military and civilian personnel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
