Duties

Help

The selectee for this position will be expected to perform the following duties:

  • Work closely with the other HR Division Chiefs, the Director of Human Resources and other senior managers on a variety of complex Civilian HR issues such as Staffing, Recruitment and Classification program policies.
  • Provide technical guidance to senior staff and managers on Recruitment, Staffing and Placement Programs and special appointing authorities in the Competitive and Excepted Service.
  • Serve as the Agency authority on program policies and procedures within the control of the Division and related program management, development, and evaluation throughout the agency.
  • Coordinate and integrate numerous key complex program segments of the overall personnel-servicing program for the Agency.
  • Conduct policy reviews to evaluate effectiveness of current policies and practices and/or develop proposals to change policy within one or more specialized HR fields.
  • Implement comprehensive workforce shaping projects throughout the Agency to include developing staffing strategies and conducting workforce analyses or vacancy forecasting studies.
  • Provide overall direction and vision to staff on a wide range of staffing and classification policies, procedures, and guidelines.
  • Balance workload and set short-term priorities for staff to effectively meet the organizational and customer needs.

Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for the 0201 series by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience equivalent to at least GS-13. Experience can be under other Federal service pay systems, private sector, or military.

Specialized experience is defined as:

  • Leading a group of team members formally, or informally to improve an HR enterprise-wide program in support of achieving HR goals and objects;
  • Interpreting and applying classification standards/guides to reach sound classification decisions; and advising management on recruitment/placement strategies, and position classification;
  • Solving complex problems related to staffing (e.g. hard to fill, conditions of employment, pre-qualifications issues) and use of expedited/direct hiring authorities;
  • Leveraging automation to manage information from more than one source to optimize access and use by all stakeholders.

You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).


Additional Requirements that must be met by the closing date:
  • Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.   • Time after competitive appointment.
