Help

In this position, you will serve as an Intelligence Research Specialist, applying a full range of expert intelligence knowledge, skills, and abilities to provide insights that warn of potential threats and assessments on possible outcomes in regard to national security.

This position starts at a salary of $109,461.00 (GS-13, Step 1) to $142,302.00 (GS-13, Step 10) with promotion potential to $ 142,302.00 (GS-13 Step 10).


Major duties for this position include, but are not limited to:
  • Researching, reviewing, and interpreting complex, large volumes of CBP operational information related (but not limited to) CBP and Border Security issues, current and emerging threats, and intelligence data, from various CBP sources to identify information of intelligence value that accurately responds to Intelligence Community collection requirements and information needs.
  • Drafting high-quality intelligence information reports (IIRs) in accordance with National Human Intelligence (HUMINT) Manager Directive (NHMD) 002.08, the Human-derived Reporting Handbook, and DHS Compliance Offices' (Office of General Counsel - Intelligence Law Department, Privacy, and Intelligence Oversight) principles.
  • Establishing and maintaining new and existing relationships with intelligence customers and stakeholders within CBP, DHS, and the Intelligence Community, to drive collection of raw unevaluated intelligence reporting and identifies useful source information as the basis of IIR, reporting and production.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Processing, reviewing, and analyzing raw intelligence data, metrics, operations, and intelligence sources to determine current and future intelligence requirements; evaluating all available sources to convert raw data into finished intelligence.
  • Engaging in the development of collection strategies, postures, plans, and the organization of activities for the reporting, research, evaluation, and collection of raw intelligence data in one or more of a variety of subject matter areas (e.g., human source, technical, geospatial, measures, open source, intelligence surveillance, and reconnaissance collection).
  • Identifying intelligence gaps using various intelligence disciplines, quality, and credible sources, and distinguishing between facts and raw reporting.
  • Enhancing existing relationships with intelligence customers and stakeholders within Customs and Border Protection, Department of Homeland Security, and the Intelligence Communuity, to drive collection of raw unevaluated intelligence reporting.
  • Researching, assessing, analyzing, assimilating, evaluating, coordinating, creating, and disseminating intelligence information relating to reports officer, intelligence information report, collection, and dissemination or raw intelligence data.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/11/2025.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one-year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Additional information

Training: This position has a training requirement. Selectee is required to attend and successfully complete paid mandatory training. Courses currently include (but are not limited to) the Intelligence Foundations Course, Systems Exploitation Training, and the CBP Intelligence Support to Operations Course. The location will be determined at the time of training assignment. Selectee will be required to successfully complete the training requirement within a year of entry on duty as a condition of employment. Failure to successfully complete the required course(s) in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.
