Duties

Help

Serving as a Facilities Project Manager GS-1601-11/12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Cheltenham Administrative Division (CAD), under the Mission and Readiness Support Directorate.

The primary purpose of this position is io provide project management services for various construction and renovation projects at Cheltenham.

Typical duties include:

  • Managing and controlling project milestones and budgets from planning through construction and initial operations. Analyzing and recommending ways to improve project effectiveness, efficiency and productivity.
  • Assuring the overall planning, execution, management, control and coordination of assigned projects. As the project manager, implements corporate decisions, guidance, laws, regulations and policies in the development of the project and intermediate products in support of the project. Assisting in negotiating and integrating all FLETC functions (i.e., planning, design, cost-engineering, construction, property, contracting, etc.), sponsor/customer needs and other agencies' commitments in component's operating budget related to projects assigned.
  • Acting as a certified Contracting Officer Representative (COR) for Cheltenham TDP construction contracts and maintaining certifications through annual COR training with the ability to resolve discrepancies and solve problems.
  • Representing CAD, serving as the FLETC's primary point-of-contact with sponsors/customers; various Federal, State and Local government agencies; and other external organizations. Keeping the sponsors/customers fully informed of project progress, issues and their resolution, and any impacts on cost.
  • Providing status reports on projects assigned (progress, issues, and trends) to FLETC leadership.

  • This position is Emergency Essential and required to sustain FLETC’s operations under all conditions.

The Selective Placement Factor (SPF) for this position is: In order to be considered for this position you must possess Federal Acquisition Certification - Contracting Officer Representative (FACCOR) Level III certification; or have the requisite experience to obtain and maintain certification. In addition to the SPF, you must posses the below Specialized Experience:

You qualify for the GS-11 grade level if you possess one of the following:

  1. One year of specialized experience equivalent to the GS-09 grade level in the federal service providing project management services for construction or facilities maintenance or renovation projects OR
  2. Successful completion of a Ph.D. or an equivalent doctoral degree from an accredited college or university that is directly related to the work of the position, OR
  3. Successful completion of three full years of higher-level graduate education leading to a Ph. D from an accredited college or university that is directly related to the work of the position, OR
  4. Successful completion of an LL.M., from an accredited college or university that is directly related to the work of the position, OR
  5. An equivalent combination of specialized experience and graduate level education. (Only graduate in excess of first 36 semester hours may be combined with the specialized experience).
MUST provide a copy of transcripts.

You qualify for the GS-12 grade level if you possess at least one year of specialized experience equivalent to the GS-11 grade level in the federal service providing project management services for significant construction and renovation projects such as planning, scoping, developing, engineering, designing, constructing, directing, analyzing, and evaluating.

This position may be filled at the GS-11 or GS-12 level. If selection is made at the GS-11 level, promotion to the GS-12 level may occur without further competition.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. Work Environment: In addition to the work that may be performed in an office setting, the duties involve regular and recurring visits to constructions sites. Such visits require use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, hard hats, and observance of appropriate safety precautions.

Physical Demands: In addition to the work performed in the office, position regularly visits construction sites, involving prolonged standing while monitoring construction operations.

The first assessment will consist of skilled-based questions designed to evaluate the degree to which you possess the skills needed to perform the duties of the positions being filled. The second assessment will be a Subject Matter Expert Review.
