Duties

Help

The incumbent's duties will include:

  • Serves as an Information Technology expert which senior staff and managers recognize as an authority in assigned area of service or practice delivery;
  • Responsible for establishing objectives and goals in support of the FTC's strategic plan along with the development of short- and long-term plans; establishing priorities for the organization; and providing planning and resource management to ensure that activities of the organization support the FTC's objectives and goals;
  • Identifies underperforming information technology services and practices or opportunities for innovation and securing resources and support to upgrade, modify, replace, or decommission legacy services or practices;
  • Manages the overall confidentiality, integrity, and availability of integrated IT services or the management effectiveness of multiple IT practices for strategy, acquisitions, budget, planning, or governance through data driven stewardship and supervision of FTC resources for budgets, acquisitions, programs, projects, and federal employees;
  • Approaches contacts to obtain the desired effect; e.g., gaining compliance with established policies, budgetary priorities, and regulation through employee focused performance management communication, customer focused communication, team building and knowledge sharing, fact and data driven analysis, and subject matter expertise demonstrated through problem solving;
  • Negotiates service level agreements between customers and federal or commercial providers of information technology services or practices;
  • Independently and reliably demonstrates Clinger-Cohen competencies such that information technology investments make measurable and positive impact on the execution of the agency strategic plan;
  • Educates senior leadership on impact of resource allocations for technology services on mission effectiveness;
  • Leads, motivates, and develops a staff of employees; and
  • Evaluates performance in accordance with FTC guidance; makes personnel decisions regarding hiring, promotions, adverse actions, etc.; provides training and development opportunities; performs the above duties following equal employment opportunity principles.

Qualifications

To qualify for a Supv. Information Technology Specialist (Mission Success Manager) GS-2210-15, you must meet the following Basic Requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:

Conducting quantitative analysis on the trade-offs between use of people, process, and technology to manage and improve IT services levels in support of programs that may range from infrastructure services for email and network access to highly specialized mission services such as litigation review and economic research in support of the agency's casework.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
