Summary

The incumbent will serve as a District Director with overall responsibility for the effective and efficient administration and management of the DCMWC office mission. In this capacity the incumbent exercises full technical and administrative responsibility for benefit program, which affects the welfare and well-being of thousands of claimants whose claims fall within the jurisdiction of the District Office.

For Supervisory Workers' Compensation Claims Examiner, GS-0991-15:

  • As the District Director, the incumbent reviews and adjudicates the most controversial and delicate cases and negotiates and resolves significant and sensitive issues or problems that cannot be handled by subordinate supervisory staff, and escalating issues to OWCP executive leadership, as necessary.
  • Oversees the overall planning, direction, and timely execution of the DCMWC program and several program segments (e.g., administrative operations, vocational rehabilitation services, communications, fiscal operations, information technology, medical coding, claims adjudication, etc.) at the field level.
  • Exercises discretionary authority in planning, recommending, and developing both short- and long-term District Office operations and budget by taking into consideration Departmental management objectives and allocating resources appropriately.
  • Serves as an authorized approving officer with full responsibility for the certification of all benefits payments in DCMWC cases and for the recovery of money paid when third parties are found responsible for said injuries.
  • Provides leadership, oversight, and direction throughout the District Office to adapt and pilot new and improved business processes, methods of workflow, case management, quality control, and information technology improvements.
  • Interacts and meets with claimants, claimant representatives (to include attorneys and union representatives), employers, Congressional liaisons and representatives, and union officials to address problems related to interpretations of the law, decisions of the Office of Administrative Law Judges (OALJ)

Qualifications

GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-15 includes all of the following:

1) experience providing leadership, oversight, and direction to improve processes, implement change, and achieve organizational goals;

2) experience in an office, agency or program applying workers' compensation laws, regulations, policies and procedures in a production environment, ensuring that claims are adjudicated fairly, efficiently and properly;

3) experience in the examination, development, investigation, authorization, allowance or dis-allowance of claims in commercial, life, disability, benefits administration, or workers' compensation; AND

4) delivering well-organized, informative oral presentations and written documents to organization leaders, employees, and the public regarding the adjudication of claims.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
