The Division of Budget, Procurement and Administrative Services is the focal point within the OIG in providing day-to-day management, oversight and technical direction of OIG's Budget, Procurement and Administrative Management Activities throughout the OIG, nation-wide.

Duties

Help

As Administrative Officer and Division Director, the incumbent has responsibility for supervising and performing a variety of duties relating to the management of administrative services for the agency.


1. Oversees the formulation and dissemination of administrative management policy as it relates to budget, procurement, and administrative management for the OIG, and provides direction, coordination, and review and analysis for administrative programs.

2. Provides supervision to the staff including setting priorities, goals, and objectives in matters assigned to the Division; planning staffing and training needs of the Division; evaluating staff performance; assuring equal employment opportunity in recruitment, selection, promotion, awards, and assignments; and performing other administrative, human resource management and supervisory functions.

3. Administrative Operations - Directs the nation-wide administration and management of the full range of administrative management activities in the areas of, space design/re-design, travel management, property management, facilities management, and emergency planning (COOP).

4. Administers and manages budget operations, including both budget formulation and execution, for the agency, develops and directs the budget operation for an organization with multiple major subordinate components, each with diverse, multi-year, substantive programs.

5. Manages a multi-million dollar contracting program. Provides leadership for program planning, direction, and execution; develops long term strategic goals and approves multi-year and longer-range work plans and changes policy in response to appropriations or legislative changes. Advises on approaches and methods to meet mission or program goals, requirements, and timeframes.

Qualifications

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for GS-15, as described below.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Specialized experience includes experience performing the following: 1) managing the distribution of staff workload to meet the mission of an organization; 2) providing advisory services to senior management officials on administrative program areas; 3) developing and maintaining a system of internal controls and accountability; and 4) supervising or managing an office or organization for two or more of the following administrative program areas: (a) Budget/Financial Management; (b) Procurement/Acquisitions and/or Contracting; or (c) Facilities/Space Management; or (d) Administrative Services.

  • No Relocation Incentives will be offered.

  • This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

Education

There is no substitution of education for the required specialized experience at the GS-15 level.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure (If applicable): This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
