Summary

This position is located within National Capital Parks-East, in the Resource Management Program.

The incumbent serves as the Archivist for the National Archives for Black Women's History. The incumbent will design, implement, and manage the archival program dedicated to preserving and promoting the legacy of Mary McLeod Bethune and other African American women and their organizations. The incumbent will lead in increasing access to this significant collection.

Help

The major duties of the Archivist position include, but are not limited to, the following:

  • Design, manage, and organize archival records and develop classification systems to faciltate access to archival materials.
  • Manage archival and manuscript collections including appraisal, arrangement, accessioning, cataloging, and description.
  • Provide preservation, storage, security, access and management to materials according to professional standards and modern archival theory.
  • Manage projects relating to archival collections.
  • Provide access to archival collections; produce finding aids and repository level guides for a significant archive related to African American history.

Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-01/23/2025-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

SELECTIVE FACTOR: This position performs requires knowledge and education related to African American Studies is required. Transcripts must be submitted to verify. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

To qualify for this position at the GS-9/11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

  1. Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government. -OR-

  2. Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education.

To qualify for the Archivist position, you must also meet the following requirements by the closing date of this announcement:

GS-09
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) utilizing various systems or databases to locate, analyze, index and manage archival records; (2) assisting in the appraisal and processing of archival records with minimal supervision; (3) familiarity with the and providing customer service to various audiences through oral and written communication techniques. You must include hours per week worked. -OR-
  • EDUCATION: Successful completion of at least two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, if related. You must include transcripts. -OR-
  • COMBINATION OF EXPERIENCE AND EDUCATION: Successful completion of a combination of education and experience as described above. You must include transcripts.

GS-11
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) utilizing various systems or databases to locate, analyze, index and manage archival records; (2) appraisal and processing of archival records; (3) and providing customer service to various audiences through oral and written communication techniques. You must include hours per week worked. -OR-
  • EDUCATION: Successful completion of at least three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, if related. You must include transcripts. -OR-
  • COMBINATION OF EXPERIENCE AND EDUCATION: Successful completion of a combination of education and experience as described above. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work requires frequent retrieval of records and books from storage areas with some bending and lifting of cartons of papers (weighing up to 50 pounds). Operation of standard office equipment is required and some operation of motor vehicles. Work requires travel to various locations for the purpose of acquisitions and collection of materials to other NPS and non-NPS sites with archival and manuscript collections, and to training and professional meetings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Most of the work is performed in the archives (and library) of park or central office. However, the position also requires performing work in the offices of other research bureaus, museums, national parks, public program offices, administrative offices, and other libraries and archives.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
