The GS-11 position is developmental, leading to the full performance level, GS-12. The duties listed are at the full performance level:

  • Perform complex data tasks including documentation, organization, maintenance, update of internal and external databases. Demonstrates professional skills in quantitative analysis to produce data products such as descriptive statistics, table preparation, and other data analytics to support decision-making and strategic planning for leadership and senior economists.
  • Apply professional knowledge of economics to perform difficult and complex studies and projects involving research and analysis of economic data or problems and provide advice and consultation on economic matters to government officials and private organizations or the general public. Conduct comprehensive review and synthesis of economic literature on issues related to office research.
  • Gain the knowledge and application criteria stated in the Mine Act, Executive Order 12866, the Regulatory Flexibility Act, SBREFA, OMB Circular A-4, and the Paperwork Reduction Act concerning the impacts (e.g., costs and benefits) of regulatory actions or options.
  • Effectively communicating with senior economists and other staff at the Office of Standards, Regulations and Variances (OSRV) on the scope and findings of research projects.
  • Assist in the preparation of briefings, summaries, and other documents primarily for internal customers. The assignments may be related to the preparation of materials for management, advisory committees, public hearings, etc.

Qualifications

You must meet the Basic Requirements/IOR (Individual Occupational Requirement) andthe "Specialized Experience" to qualify for the Economist, GS-0110 position as described below.Basic Requirements/Individual Occupational Requirements:

A. Degree: in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience:

Examples of qualifying experience include:

  1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:

  1. economic statistics;
  2. industrial surveys;
  3. management of individual business enterprises, including farms;
  4. industrial planning;
  5. writing or editorial work in economic subjects; and
  6. financial market analysis.
In Addition to meeting the Basic Requirements/IOR you must also meet the specialized experience and/or education for this position.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

FOR THE GS11: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service. Specialized experience must include at least 3 of the following:

  • Experience in gathering data from multiple sources and designing data analyses as instructed.
  • Experience in utilizing statistical software products (Stata, Excel, etc.) to evaluate data and make quality adjustment as instructed.
  • Experience in identifying patterns and trends and preparing spreadsheets, charts, and/or tables as instructed.
  • Experience in applying economic theories, principles, and techniques to assist in economic research.
  • Experience in presenting, orally and/or in writing, economic concepts to customers.
OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work or LL.M., if related. For this position, this is defined as a degree in economics or a similarly related major.

OR

Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level.

FOR THE GS12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.

Specialized experience must include at least 4 of the following:
  • Experience in gathering data from multiple sources and independently designing data analyses.
  • Experience in utilizing statistical software products (Stata, Excel, etc.) and statistical techniques to evaluate data and independently make quality adjustment if needed.
  • Experience in identifying patterns and trends and independently preparing spreadsheets, charts, and tables.
  • Experience in applying economic theories, principles, and techniques to independently develop quantitative economic research.
  • Experience in presenting, orally and/or in writing, economic concepts and methodology to stakeholders, customers and other audiences.
  • Experience in reviewing data and producing reports of data analytics and visualization.
