Duties

Help

DUTY 1 - Functions as the Air Force Directorate of Weather's AFWWS Data and System Integrator spokesperson.

DUTY 2 - Applying Air Force Weather operations expertise, develops, interprets, and implements policies and procedures to provide SPPBE process guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major Air Force mission and operational plans.

DUTY 3 - Represents AFW on specified high-level Air Force, DoD, Intelligence Community (IC), government, partner and alliance nations working groups, review panels, and committees charged ensuring system/weapon system access to authoritative meteorological, climatological and space weather data optimizing system performance and operational effectiveness.

DUTY 4 - Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

  • Must Obtain/Maintain Top Secret Security Clearance with SCI . A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

  • A postgraduate degree in Meteorology or equivalent is desired.
  • Previous SPPBE/Program Element Monitor experience is highly desired.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and IOR for Meteorology Series

This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

  1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
    1. Six semester hours of atmospheric dynamics and thermodynamics;*
    2. Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
    3. Three semester hours of physical meteorology; and
    4. Two semester hours of remote sensing of the atmosphere and/or instrumentation.
  2. Six semester hours of physics, with at least one course that includes laboratory sessions.*
  3. Three semester hours of ordinary differential equations.*
  4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
*There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.

POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include broad expert knowledge of (a) DoD and AF regulations, instructions, policies and procedures in the field of meteorology, (b) meteorological methods, guidelines, standards, and research techniques and (c) the application of weather operations and training expertise as they apply to programs, data, and weapons systems. Mastery of one or more professional or administrative fields. The employee at this level applies experimental theories and new developments to problems not susceptible to treatment by accepted methods or makes decisions or recommendations significantly changing, interpreting, or developing important policies and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Broad expert knowledge of (a) DoD and AF regulations, instructions, policies and procedures in the field of meteorology, (b) meteorological methods, guidelines, standards, and research techniques and (c) the application of weather operations and training expertise as they apply to programs, data, and weapons systems.
2. Knowledge of the Department of Defense SPPBE and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. Leadership ability to effectively (a) resolve highly complex, difficult, and controversial meteorological problems and issues, (b) inspire, motivate and persuade others towards goal accomplishment and (c) coach, mentor, and challenge subordinates and coworkers.
3. Knowledge of meteorological Modeling and Simulation (M&S) techniques with demonstrated ability in directing analyses, evaluations, and studies in a broad range of complex and inter-related programs and the development of standards, guidelines, and policy supporting technology and science transfer into a military operational environment.
4. Knowledge of end-user requirements for meteorological information and the ability to translate those user requirements into operational capabilities.
5. Knowledge of the AFW architecture and related processes or similar processes for planning, developing, and integration of issues such as operational, technology, and system aspects, to meet military meteorological requirements in support of National Programs, DoD, federal, and international agencies.
6. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the SPPBS process supports them.
7. Expert skill in articulating and negotiating complex issues to the advantage of the USAF. Incumbent regularly interfaces with atmospheric/environmental/data scientists, geophysicist, and engineers and must be able to converse on the appropriate level and to review and evaluate scientific papers and concepts describing meteorological data accessibility and management techniques developed within the Air Force, DoD, Intelligence Community (IC), government, partner and alliance nations Keen ability to apply tact and logical persuasion, moderate opposing views, and achieve consensus to sell and defend a recommended course of action, and the ability to meet and interact with US and international customers, detect politically or diplomatically sensitive issues, and to function effectively in interactions involving such audiences and issues.
