Major duties for the GS-12:

  • Serves as a Policy Advisor responsible for providing analysis, advice, and consultation to the Assistant Secretary and Deputy Assistant Secretary on current public policy, national policy priorities, national policy collaboration, national policy development, and program policy coordination on a variety of employment and employment-related policies for individuals with disabilities.
  • Interacts with customers of the service systems that serve people with disabilities with their advocates and other external public constituents and experts in collecting information on national disability policies.
  • Performs a wide range of duties and responsibilities such as evaluating and presenting divergent opinions affecting disability employment policy issues, and defining and describing feasible options including the impact of their adoption.
  • Attends consultations, meetings, and conferences with public and private constituents and experts, advocacy groups DOL and other Federal agency officials, staff in State and local organizations to obtain information on disability employment issues; draft summaries of meetings, relevant analyses, and policy recommendations.
  • Participates with senior-level policy staff in the analysis of proposed legislation and legislative proposals to identify existing gaps and anomalies; points out problems not resolvable administratively; evaluates the effect of changes to the various programs and systems.
  • Provides consultative and advisory services, coordinates and negotiates with officials in other federal program offices, with state and local officials, and with representatives of private and public institutions.
  • Provides support Admin support(e.g., assists with meeting notes, scheduling, event coordination, database management and performance reports.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service. Examples of specialized experience includes:

  • Assisting in developing policy including legislative and regulatory recommendations; and
  • Providing guidance designed to increase employment opportunities for individuals with disabilities; and
  • Writing skills including documented experience in the development of policy recommendations and briefing materials related to employment.

A writing sample may be requested at the time of the interview.
