Duties

Help

As an Economist, you will:

  • Conduct economic analysis on the cost implications of various tariffs available to Federal Agency Partners.
  • Develop tools and trainings to explain tariffs available to FEMP's Federal customers.
  • Analyze utility industry trends and apply findings to assessments of the economic benefit of switching from one tariff to another.
  • Coordinate interactions with trade organizations and other major utility-related stakeholder groups to ensure a deep understanding of utility industry priorities and ensure that the utility industry understands the challenges unique to the Federal sector.
  • Co-lead the Federal Utility Partnerships Working Group Seminar to facilitate information sharing and educational topics related to sharing best practices for leveraging utility partnerships to optimize energy and water efficiency in Federal buildings.
  • Assess the cost effectiveness of demand response and time variable pricing programs as part of a comprehensive review of how to optimize federal customers' electric utility service.

Qualifications

BASIC REQUIREMENT:

  1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    OR

  2. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.


SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Conduct economic analysis on the cost implications of available tariffs for utility partners.
  2. Analyze utility industry trends and apply findings to assessments of the economic benefit of switching from one tariff to another.
  3. Conduct outreach activities or training sessions with the trade organizations, utility partners, or utility-related stakeholder groups.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. This position is announced under a government-wide Direct-Hire Authority (DHA) for Economist positions in the 0110 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration.
