Duties

Help

Selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in: Washington, DC; Boston, MA; Philadelphia, PA; San Francisco, CA; Chicago, IL. For specific locations, see: DOL offices. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location.

Major duties include, but are not limited to:

  • Work with the Zero Trust Program Manager and other IT teams in reviewing and maintaining the ongoing operations of the Zero Trust security program for the Department of Labor.
  • Implement and maintain cloud-based secure access edge solutions as part of the Department's Zero Trust security framework.
  • Provide technical advice and guidance on identity and authentication, network security, and cloud solutions.
  • Work with end-users to capture and document business rules and processes.
  • Assess user experiences to identify operational process improvements.
  • Evaluate the chosen secure access service edge (SASE) platform capabilities of enterprise-shared service offerings.
  • Develop and provide Zero Trust awareness training for employees and ensures compliance with legal regulations.
  • Oversee and participate in capturing, documenting, and mapping client business process and workflow requirements using the ServiceNow Agile SAFe (Scaled Agile Framework for Enterprise) process.
  • Perform other duties as assigned.

Qualifications

Applicants must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-13 includes:

  • Experience managing and sustaining the operations of a Zero Trust security program, including the implementation and maintenance of cloud-based Secure Access Service Edge (SASE) solutions.
  • Experience collaborating with cross-functional IT teams and stakeholders to align security strategies with organizational goals.
  • Experience developing technical and non-technical standard operating procedures (SOPs), ensuring comprehensive and practical guidelines for security implementations.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
