Duties

Help
  • Develop, deliver and continuously refine training offerings to equip foreign affairs professionals with knowledge and tools to advance U.S. policy priorities related to international science collaboration, technology developments and related issues
  • Analyze science and technology policies, monitor legislative and industry developments, and collaborate with public and private-sector stakeholders to support professional development of foreign affairs professionals and advance U.S. foreign policy.
  • Serves as liaison with Department of State and other agency officials on science and technology issues, conducting research, refining training programs, collaborating with interagency and private-sector stakeholders to advance U.S. policy priorities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must meet ONE of the required basic entry qualification requirements described below:

BASIC REQUIREMENTS:

A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to this position;

OR

B. Combination of education and experience -- courses equivalent to a major in education, OR in a subject-matter field appropriate to the position, PLUS appropriate experience OR additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying experience must demonstrate the following:

  • Experience designing and delivering educational programs for adults, including exercising significant and complex professional judgment affecting all phases of training.
  • Experience applying best practices to training and development to create and deliver highly-effective training and educational programs for adults.
  • Experience applying critical thinking in curriculum development, educational research, training evaluation and analysis to instructional systems design and innovative delivery methods to align with best practices and principles in adult learning theory.

There is no substitute of education for specialized experience for the GS-14 position.
