Major Duties:

  • Perform analytical and operational work in support of the Commercial Services and Management Programs.
  • Provide technical assistance to the commercial services staff, Park, Region, and Washington commercials services staff and contractors in the areas of concessions and contract management and to assist in prospectus development opportunities.
  • Conducts or manages the review of facilities and services to assure the public is receiving the highest level of visitor services. To include the inspection of facilities in accordance with NPS evaluation program, to document performance according to contract requirements and standards.
  • Provides concise oral and written communications between Park Management, Concession Operators, Permittees, Stakeholders, and Lessee for visitor services.
  • Develops and prepares prospectus of contracts and leases based on programs to manage which includes Project Management Information System, Facility Management Software System, Financial and Business Management System, budget, payroll, travel, and records management.

Duties will be developmental in nature when filled below the full performance level.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-01/03/2025-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. MINIMUM QUALIFICATIONS:
To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:

SELECTIVE FACTOR: Incumbent is required to be fluent in reading, writing, speaking and understanding the Spanish language. Applicants MUST include information on their resume regarding their proficiency in Spanish. If you do not provide information on your resume, you will be disqualified. Applicants may also be tested during an interview to measure their Spanish language skills. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors).
This experience must include all of the following:

  1. Assisting with evaluations of concessions or commercial service providers such as campground, transportation services, guided activities or retail sales, to ensure compliance with contracts/commercial use authorizations or quality control of services or goods provided.
  2. Collecting, compiling, and/or maintaining data related to commercial services or special park uses using a variety of computer software applications.
  3. Assisting in the analysis of commercial services or special park uses data for feasibility and comparability studies.
  4. Assisting in the preparation of routine reports related to commercial services or special park uses.
  5. Making recommendations to park senior staff in relation to commercial services or special park uses.
You must include hours per week worked.

EDUCATION: Successful completion of at least 1 full year of graduate level education or superior academic achievement in a 4 year degree (education must be in business administration, financing, marketing, hospitality and tourism or other related field). You must include transcripts.

An appropriate combination of graduate level education and specialized experience.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: Most work is sedentary and primarily performed in an office environment. However, the position requires familiarity with park resources and concession facilities and services. The employee may be required to hike, bicycle, walk, or travel by vehicle to remote sites over rough terrain to inspect concession or licensee facilities, and services. Employee may be required to lift, climb, bend, crouch, stoop and crawl during inspection trips. There may be some requirements to travel on small aircraft. A current driver's license is required.

Working Conditions: Most work is performed in an office setting, with adequate lighting, heat, and ventilation. For work conducted in the office environment, the risks include those typically found in an office setting. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls). Travel within and away from the park may be necessary and frequent to provide support forth the program for the purpose of attending meetings. training programs.
conferences. and site visits. For work conducted in the field. the risks involve those typical for visitors of the park and may include confrontations with wildlife and exposure to the elements. Risks may also involve those customary when working in and around historic structures, being a passenger on a boat, hiking on challenging terrain and being a passenger or driver of a motor vehicle. Work involves moderate risks when on inspection trips.
