The incumbent serves as an Equal Employment Specialist on the Civil Rights Staff and is responsible for administering and implementing internal programs to ensure Civil Rights and EEO regulations and objectives are met, under the limited direction of a manager or more experienced professional. The employee is an advisor to managers, supervisors and employees within a region or service area on a full range of Equal Employment Opportunity (EEO) programs, applying experience and advanced knowledge of Federal EEO laws, regulations, departmental and Agency orders, management directives, executive orders, and court decisions. Typical assignments may include tracking and analyzing data to ensure compliance with policies and procedures; providing guidance to less-experienced professionals in day-to-day operations; identifying, analyzing, and recommending solutions for complex/difficult problems; and recommending improvements to systems and processes.

Demonstrates considerable independence in planning time and helping a manager or project/program manager to plan and use assigned resources to accomplish project activities. May identify and request additional resources, as needed. EEO programs include, but are not limited to, processing and resolution of Informal Complaints, attempting to resolve them before they reach the formal complaint stage; working and communicating with diverse individuals and management officials at all levels; informing aggrieved individuals and management about the complaint process, their rights in the complaint process and the benefits of mediation, inputting and retrieving information and documents in the Agency's official complaint tracking system; reporting, in writing, the results of inquiries into each case counseled, coordinating and documenting resolution agreements. Participates on MD-715 Assessments, and participating in all program meetings, conferences, training sessions and workshops. Works with collateral duty mediators, coaches, counselors and other staff in support of mediation and counselor programs as well as other Business Plan Initiatives.

Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers, and other external parties to share information about the FAA and explain the applications of EEO policies and procedures. The incumbent provides training briefings and consulting services on specialized EEO policies and procedures. The incumbent provides training briefings and consulting services on specialized EEO issues and methods to diverse audiences throughout extensive area of geographic responsibility, in a variety of settings, requiring travel with overnight stays. Works with local schools, universities and private industry in a educational and outreach capacity. Responsible for maintaining and updating records, spreadsheets, databases and reports as necessary. The incumbent analyzes issues, identifies problems, and recommends solutions. Prepares routine technical correspondence and periodic reports for submission to local and national FAA Civil Rights Offices. Is also responsible for supporting outreach to applicant pools and special emphasis programs, alternative dispute resolution program and proactive training and evaluation to enhance the work environment. The individual also serves as an advisor to the Civil Rights Director on all EEO matters.

Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. The incumbent at the H pay band performs the duties of the position by applying an advanced knowledge and broad understanding of applicable EEO guidelines and principles with limited supervision and guidance.

Qualifications

To qualify for this position at the G band (FG/GS-11), you must demonstrate in your application that you possess at least one year of specialized experience at or equivalent to the FV-F (FG/GS-10) level. Specialized experience is experience that has equipped you with particular knowledge, skills and abilities to perform successfully the duties of this position.

Specialized Experience for the G band level include: Knowledge of Civil Rights Laws, regulations, executive orders and court decisions related to equal employment opportunity programs; Experience identifying barriers to employment, preparing compliance reviews and responses and managing Requests for Information (RFI’s); Participation in climate assessments in accordance with MD-715; Reviewing Reports of Investigations (ROI’s) and providing briefing to management.

To qualify for this position at the H band (FG/GS-12), you must demonstrate in your application that you possess at least one year of specialized experience at or equivalent to the FV-G (FG/GS-11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience for the H band include: Experience with identifying barriers to equal employment opportunities and making technical recommendations to aide in resolving concerns; Experience conducting studies, organizational reviews or workforce analyses to identify systematic equal employment problems; and/or Experience implementing EEO education programs for managers, supervisors, and employees to enhance their understanding of EEO and Diversity programs.

To qualify for this position at the I band (FG/GS-13), you must demonstrate in your application that you possess at least one year of specialized experience at or equivalent to the FV-H (FG/GS-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience for the I band include: Experience conducting investigations and writing reports of data analysis and organizational assessments; and experience with identifying barriers to equal employment opportunities and making technical recommendations to aide in resolving concerns
