Duties

Help
  • Assists the Director in carrying out all phases of the work, with primary responsibility for the overall day to day management and administration of the organization.
  • Oversees strategic planning programs, projects and activities, ensuring accountability and responsibility for completion by the division chiefs; ensures that program goals and objectives comply with federal disability laws, rules and regulations.
  • Exercises delegated managerial authority to set a series of annual, multiyear, or similar types of long-range work plans and schedules for in-service or contracted work.
  • Provides input on all program and policy decisions assigned to the Office of Accessibility and Accommodations Director and functions as the Director's adviser in the management of Office programs and operations.
  • Interprets and implements Office policies and regulations and keeps abreast of newly proposed or enacted legislation and/or initiatives to prevent duplication of program initiatives and provide authoritative interpretation on any proposed changes.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience implementing strategic plans on agency-wide programs, projects, and activities and developing corresponding metrics.
  • Experience interpreting and implementing newly proposed or enacted legislation on federal diversity laws, rules and regulations.
  • Experience determining financial, procurement, and workforce needs to meet an organization's mission. 

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

  • Ability to direct and coordinate the work and efforts of a diverse workforce.
