Summary

The Chief Budget Strategist is located in organizational front offices/Office of the Assistant Directors (OADs) across NSF. The primary purpose is to serve as a principal advisor to assigned organizational front office executives regarding budget administration and financial management, and to develop the organization's budget deliverables for NSF's Office of Budget, Finance and Award Management (BFA) as part of NSF's annual budget request process.

Duties

Help

As a Chief Budget Strategist, GS-501-15 MP, you will perform the following duties:

  • Manage the planning, formulation, justification, execution, and monitoring of organizational budgets.
  • Prepare each year's budget plan and related submissions.
  • Assess the short-and-long-term impact of budgetary configurations and develops contingencies.
  • Develop budget projections and justifications, long-range estimates, and responses to requests for financial information regarding the organization.
  • Serve as a member and organizational representative to the NSF Budget and Planning Liaison Group (BPLG).
  • Develop the organization's portion of the NSF annual budget request.
  • Collaborate with and supports the Office of Budget, Finance, and Award Management (BFA) in the planning, preparation, and analysis of the annual organizational budgets for submission to the Office of Management and Budget (OMB) and Congress.
  • Coordinate with the Office of the Director (OD), Office of Legislation and Public Affairs (OLPA), and staff offices to identify, analyze, and resolve financial and budget cycle issues.
  • Coordinate and oversee budget execution activities and/or initiatives and resolve resource allocation issues affecting mission operations.
  • Ensure appropriate internal financial controls within the assigned organization.
  • Ensure that organizational budget activities adhere to agency and federal budget and financial policies and appropriations laws.
  • Support procurement activities, serving as a Contracting Officer Representative (COR) and developing project descriptions, task orders, statements of work, etc. as needed for organizational contracts.

Selected candidates may be required to perform limited supervisory duties of a few staff members.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify at the GS-15 grade level, you must have one year of specialized experience equivalent to the GS-14 grade level in the federal government performing all aspects of budget and financial management for an organization. Examples of experience include: planning and managing the formulation, justification, and execution of an organization's budget; assessing short- and long-term impacts of financial strategies for an organization; preparing annual financial reports for the Office of Management and Budget and Congress; and analyzing financial resources to resolve any subsequent issues or problems with the federal budget process.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants.

The first hurdle will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position.
