Summary

Program Evaluation and Information Resources (PEIR) manages MSHA's program evaluations, data processes, reporting, analytics, Mine Emergency Operations (MEO), and serves as the liaison between MSHA and DOL's Office of the Chief Information Officer (OCIO) for MSHA's information technology (IT) program.

GS-09:

  • Supports Special Research Projects.
  • Recommends program improvements that includes establishing or modifying program objectives, policies or procedures.
  • Recommends changes to policy and procedures related to directives development and publication processes.
  • Gathers reporting reporting requirements and design complex queries.
  • Correlates and consolidates data development drawing conclusions and developing recommendations for program improvement.
  • Supports projects involving policy and operational matters.
  • Review MSHA policy and procedure documents.
  • Determine relationship to other management systems, compliance with existing legal and regulatory requirements and the functional relationship to MSHA programs.
  • Coordinates research and development of best methods for MSHA stakeholders to obtain data.
  • Provide expertise to all MSHA professional on data capabilities, parameters and best way to collect.
  • Design complex queries using MSHA's business intelligence tool and publishing key indicator results.
  • Coordinates efforts to obtain data.
  • Provide expertise on data capabilities, parameters and best methods of collecting data.
  • Insures reoccurring reports are delivered.
  • Gather reporting requirements, design highly complex queries and publish key indicator reports.
  • Correlates and consolidates developed data, draws conclusions and makes recommendations for program improvement.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

To qualify for the GS-09 level:

Specialized Experience: One year (52 weeks) of specialized experience equivalent to at least the next lower level, GS-07, of Federal service. Examples of creditable experience include at least 3 out of the 4 below specialized experience statements:

  • Draft written products such as memorandums, standard operating procedures, and meeting minutes.
  • Developing and analyzing a variety of administrative reports and recommending corrective actions.
  • Researching, gathering and assembling data information using different various sources.
  • Communicate verbally and provide feedback to peers, customers, and managers.

OR

Education: Master's or equivalent degree

OR

Two full years of progressively higher level graduate education leading to such a degree.

OR

LL.B. or J.D., if related Ph.D. or equivalent doctoral degree

OR

Combination of Experience and Education: Equivalent combinations of education and experience listed above; the total percentage must equal at least 100%.
