Selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in: Washington, DC; Dallas, TX; Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; San Francisco, CA. For specific locations, see: DOL offices. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location.

This position is in the Office of the Assistant Secretary for Administration and Management (OASAM) the Office of the Chief Information Officer (OCIO), the Business Applications Services Directorate (BAS). Major duties include but are not limited to:

  • Implement DevSecOps methodologies to enhance the security, reliability, and scalability of enterprise systems, leveraging advanced AI solutions to automate workflows and optimize application lifecycle management.
  • Oversee the deployment of CI/CD pipelines to streamline development, testing, and production processes across business applications.
  • Integrate AI-driven tools for real-time monitoring and automated decision-making to enhance operational agility.
  • Develop enterprise-wide architecture strategies and frameworks for integrating Artificial Intelligence (AI) capabilities and Continuous Integration/Continuous Deployment (CI/CD) practices within the Department of Labor's (DOL) Business Applications Service Directorate, ensuring alignment with organizational goals and compliance with federal standards.
  • Evaluate emerging technologies and AI innovations to enhance the effectiveness of enterprise architecture, recommending solutions that improve operational efficiency and support strategic decision-making.
  • Conduct strategic requirements and analyses, future technologies planning, and development, and execute a strategic program plan to affect long-term business practice improvements and automation initiatives.
  • Provide technical oversight for the vendor review and manages technical implementation.
  • Engage effectively with diverse stakeholders, including business leaders, technical teams, and end-users, to gather and align requirements.
  • Build trust and fostering communication to ensure that operational goals and system needs are addressed comprehensively.
  • Lead cross-functional teams in designing and managing CI/CD pipelines, ensuring seamless integration, testing, and deployment of enterprise applications that support mission-critical operations within the Office of the Chief Information Officer.
  • Engage with business units, developers, and project managers to ensure alignment between technical solutions and operational objectives.
  • Maintains open lines of communication to address challenges, refine requirements, and ensure project success.

Qualifications

You must meet the Basic Requirements and the Specialized Experience to qualify for Information Technology Specialist (Enterprise Architecture/Artificial Intelligence), as described below.

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-14 includes:

  • Experience leading cross-functional teams in designing and managing CI/CD pipelines, ensuring seamless integration, testing, and deployment of enterprise applications that support mission-critical operations.
  • Experience conducting thorough research and analysis of trends in AI, machine learning, and CI/CD advancements and providing expert guidance to leadership on the feasibility and potential impact of integrating new technologies.
  • Experience with Artificial Intelligence (AI) technologies for AI adoption and integration throughout an organization.
  • Experience applying enterprise architecture concepts, principles, qualitative and quantitative methods sufficient to investigate and evaluate new application software technologies, processes, and systems on various software platforms.

In addition to the above, applicants must meet the Basic Requirement with the IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
