This position is located in the Catalog Division, Office of the Deputy Commissioner, Office of the Commissioner, Federal Acquisition Service (FAS). The Catalog Management Office (CMO) is responsible for successful execution of the FAS Catalog Management enterprise responsibilities.

Serves as primary advisor to the CMO Director on all matters related to the CMO’s data quality and compliance activities. Leads and directs appropriate actions to ensure the accuracy and long term consistency of operational data reported to leadership. Reviews and evaluates for leadership the full range of new developments including all catalog data quality and compliance activities and initiatives. Makes recommendations to management officials concerning the development of new programs. Continually reviews and evaluates effectiveness of recently implemented process improvements and furnishes advice to leadership on the feasibility of proposed initiatives.

Serves as an expert consultant and study leader for wide ranging data analytic functions, including data enrichment, data appending, exploratory data analysis, and predictive modeling. Reviews studies performed by FAS personnel and/or outside contractors for technical accuracy or applicability. Provides expert judgments concerning the validity of assumptions made and the criteria by which alternatives are evaluated. 

Expedites major program initiatives for the CMO Director. Plans and directs complex projects requiring identification of a variety of advanced operational problems and development of innovative solutions and appropriate actions. Identifies best practices to enhance and improve operating performance.

Develops and maintains contacts among leading practitioners in the private sector and academic community in order to stay abreast of new theories and technologies. Manages and directs the human resources and the financial and material resources required to accomplish assigned CMO mission and justifies these decisions to leadership. Directs and manages operations research projects, work products, procedures, policies, and operations. 

 Responsible for leading the execution of all data quality and compliance related activities within the team, while coordinating with other CMO leaders, and advising higher-level managers. Assigns work, plans and schedules the work of subordinates, counsels subordinates on all employment-related issues. Provides leadership and oversight of the contractor team responsible for development and scaling of CMO’s data enrichment capabilities related to catalog quality and compliance.

The GS-15 salary range starts at $143,736 per year.  

The salary shown in this announcement does not include locality pay. 

Locality pay will be determined once the selectee's duty location has been established.

SPECIALIZED EXPERIENCE:  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Specialized experience is experience leading, coordinating, overseeing and solving complex and far-reaching data quality and compliance issues for a wide range of catalog systems and applications. This experience includes: the planning,direction, and timely execution of aprogram segment with significant resources; developing and assignment of work; and approves multi-year and longer range strategic planning, financial functions and manages the overall work to enhance achievement of the goals and objectives.
