Help

The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy.

The individual selected for this position will…

  • Perform duties that involve planning, coordinating, monitoring, and evaluating contract and procurement actions to support the patents business unit.
  • Provide technical advice to patents organization and keep them informed of acquisition-related activities
  • Recommends procurement objectives for assigned patents program operations in terms of compensation and price range
  • Participate in developing and maintaining automated acqusition systems to evaluate and monitor contractual performaces.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at General Business and Industry Series 1101a

The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-09.

SPECIALIZED EXPERIENCE/EDUCATION FOR GS-11: Applicants must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level.

Specialize experience includes:

  • Experience in applying a comprehensive range of contracting and procurement laws, policies, and practice to resolve technical issues, ensuring compliance and effective resolution of procurement challenges within a measurable timeframe for pre-award and post award actions.
  • Experience in providing clear and concise administrative support in contracting and procurement activities including preparing, reviewing, and interpreting complex procurement documents and effectively conveying recommendations and findings to management for informed decision making.
OR EDUCATION:
A Ph.D. or equivalent doctoral degree or Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in accounting, auditing, taxation, business administration, law or other related fields.

OR LL.M., if related.

OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If this position requires proof of higher education, or you are substituting education for experience, you must submit an unofficial transcript or a list of courses that includes the following information: name of accredited institution, grades earned, completion dates, and quarter and semester hours earned. Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education. Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.

Additional information

Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.
