Duties

Help

As a Program Manager (Station Oversight Manager), you will perform the following duties:

  • Establish and manage an annual Oversight Plan focused on onsite safety, which in this context includes emergency planning and response (both routine and Emergency Operations Center events), station security measures, and emergency prevention efforts (e.g., dorm inspections).
  • Deploy as needed to contribute to year-round coverage in Antarctica, providing onsite day-to-day oversight of the operation of supporting infrastructure and facilities for the execution of the annual program plan, program performance reviews and compliance audits of the United States Antarctic Program (USAP) support contractor, and frequent status updates (written and oral) to AIL colleagues and OPP leadership.
  • Plan and initiate a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance.
  • Participate in regular information planning sessions, maintains productive interaction with staff, reports on the status and progress of work accomplished to date, and monitors work in progress.
  • Participate in meetings with internal staff and representatives from staff agencies and industry to determine program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs; and to ascertain appropriate action required to maintain or improve program schedules.
  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, as well as assign work to subordinates based on priorities and capabilities of employees.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

You must meet eligibility and qualification requirements within 30 days of the closing date.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in the federal service planning, managing, completing, overseeing, and evaluating program operations. Applicants must also possess experience and practical knowledge in one or more of the following areas: emergency management, search and rescue, or physical security. Examples of specialized experience include: developing and managing program planning efforts, evaluating and mitigating risk, developing recommendations to improve program effectiveness, establishing and maintaining effective relationships with stakeholders, providing technical direction to contractors and evaluating contractor compliance.

In addition to the specialized experience, applicants must meet the selective factor below to be found qualified. Please ensure that these experiences are identified in your resume.
1) Experience overseeing or managing programs in accordance with International Organization for Standardization (ISO) 9001 or similar quality management system.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
