Summary

This is a developmental position within the Office of Program Policy & Evaluation (OPPE), Directorate of Program Evaluation and Information Resource. OPPE is responsible for producing and screening official data and conducting internal program evaluations and audits regarding the effectiveness of MSHA programs in protecting the health and safety of miners in accordance with the legislative and regulatory requirements of the Federal mine safety and health laws, standards, and regulations.

Duties at the developmental GS-11 level:

  • Creates and distributes data reports and other correspondence.
  • Provides evaluation and research support.
  • Identifies and downloads data from external data sources.
  • Performs data clean-up.
  • Maintains databases.
  • Conducts data analysis and queries.
  • Creates tables and formulas in excel and other statistical programs (R, SAS, Python, and Tableau).
  • Conducts internet searches.
  • Aids senior staff in survey programs operations, and preparation of analytical reports.
  • Updates Standard Operating Procedures and Frequently Asked Questions.
  • Reviews and provides comments to supervisor on data strategic planning, governance, and performance measurement process.
  • Helps other team members to support internal evaluations and develop and recommend an improved procedure for gathering, processing, and analyzing data.
  • Assists senior staff in performing needs assessments and developing training materials and providing training and orientation seminars for MSHA personnel and selected regional and district staff.
  • Aids the analysis process by appraising data quality, verifying the integrity and validity of data, and assists with quality control work including analysis studies, evaluations, and other projects to improve the overall program output.
  • Assists in the creation, update, and review of technical procedures and methodologies, operating instructions, forms, and other material as assigned.

Qualifications

You must meet the Basic Requirements/IOR (Individual Occupational Requirement) and the Minimum Qualifications to qualify for the Statistician, GS-1530-11 position as described below.

Basic Requirement:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Minimum Qualifications: All applicants must possess one of the following to be considered qualified for the GS-11 level.

Specialized Experience: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for the GS-11 includes at least four (4) of the following:

  • Creating tables and formulas in Excel and other statistical programs (R, SAS, Python, and/or Tableau);
  • Evaluating and verifying data quality, accuracy and/or limitations;
  • Conducting statistical analyses and preparing data for presentation;
  • Applying statistical theories and techniques to create and distribute data reports and other correspondence;
  • Making recommendations on data findings and solutions for program improvement;
OR

Education in lieu of specialized experience: Possess three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills and abilities to perform the duties of this position;

OR

Combination of experience and education: Possess a combination of specialized experience equivalent to the GS-09 level in or related to the work of this position and progressively higher level graduate education that provided the knowledge, skills and abilities to perform the duties of this position.

Additional information

This position is being filled through the Direct Hire Authority. Traditional rating and ranking of applications do NOT apply. The Veteran's preference does not apply.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
