Summary

This position is located in the Department of Homeland Security (DHS), within the Solutions Development Directorate (SDD), Office of the Chief Information Officer (OCIO).

The primary purpose of this position is serves as an IT Specialist with a focus in Project Management with responsibility for assisting the Branch Chief and Division Director as a key decision-maker with respect to the practices and the actions required for project execution.

As a IT Project Manager, GS-2210-13/14, your typical work assignments may include the following:

  • As the incumbent for projects from initiation through closure, provides project management and oversight of project cost, schedule, and risks. Throughout the project lifecycle, the incumbent provides direction to lead and drive collaboration and effective decision making.
  • Ensures effective communication and collaboration among team members and stakeholders and establishes strong relationships with stakeholders. Communicates project status and progress, addresses concerns or issues raised by stakeholders, and facilitates problem-solving sessions and implementing solutions.
  • Presents project accomplishments, budget summary, and risks/issues during monthly program reviews. Tracks and reports project metrics, collaborates with other SDD divisions or external vendors to ensure project integration and success.
  • Ensures solicitations, source selection, and contract administration activities comply with the Federal Acquisition Regulation (FAR) and DHS policies.
  • Develops and maintains knowledge of system compliance with DHS plans, policies (Section 508 and Privacy), IT security, U.S. Web Design standards, infrastructure, and enterprise architecture. And, with Agile development methodologies, Jira/Confluence, Dynamics 365 Customer Relationship Management (CRM), Power Platform (PowerApps, Power Automate, Flow, and Power Business Intelligent (BI)), SharePoint Online, Office 365, Azure products, ServiceNow, Artificial Intelligence, Human-centered Design, and CX/UX.

INDIVIDUAL OCCUPATIONAL REQUIREMENT
This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience.

Applicant must possess IT-related experience demonstrating each of the four (4) competencies listed below:

Specialized Experience for Grade 13:
To qualify for GS-13, you must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level in Federal Service or equivalent public or private sector experience. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. For this position, specialized experience is defined as:
  • Develop project plans, establish objectives, and create schedules to ensure timely and successful completion of projects.
  • Track project activities, identify risks, and implement mitigation strategies. Familiarity with IT governance, cybersecurity, data privacy (PII), Agile development, JIRA, and Confluence.
  • Develop and manage project budgets, ensure effective utilization of allocated funds, and monitor expenses.
  • Acquisitions Experience Demonstrated experience in managing the federal IT acquisition process, including developing and evaluating solicitations, ensuring compliance with the Federal Acquisition Regulation (FAR), and overseeing contract administration with demonstrated expertise in vendor and contract management.
Preferred Qualifications for Grade 13: Minimum of 3 to 4 years of project management experience, including oversight of projects totaling $500,000+

Specialized Experience for Grade 14:
To qualify for GS-14, you must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level in Federal Service or equivalent public or private sector experience.   • Monitoring and maintaining project financial activities, contractor management, and contractor payments.
  • Generating work products in compliance with Information Security Policy, IT governance practices, cybersecurity measures, Data Privacy policies, Agile Development Methods, and JIRA/Confluence software.
  • Planning of work, and refinements of methods, IT business practices, techniques, administrative processes, information systems and reporting systems usage. Proven ability to brief and present to various management levels and customers.
  • Acquisitions Experience Demonstrated experience in managing the federal IT acquisition process, including developing and evaluating solicitations, ensuring compliance with the Federal Acquisition Regulation (FAR), and overseeing contract administration.
Preferred Qualifications for Grade 14: Over 4 years of project management experience managing projects at $1 million+
