Major Duties:
  • Assists in planning, developing, and implementing the region's outreach program.
  • Represents the region at contractor meetings, seminars, and workshops.
  • Identifies and maintains working relationships with public and private stakeholders (federal contractors, industry liaison groups, trade/industry associations, chamber of commerce, educational institutions, and others) to promote equal employment opportunity and the concept of voluntary compliance with Office of Federal Contract Compliance Programs (OFCCP) Equal Employment Opportunity (EEO) regulations.
  • Promotes voluntary compliance; keeps the public aware of changes in the equal employment opportunity rules and requirements regarding E.O. 11246, Section 503, the Americans with Disabilities Act, and VEVRAA; makes public presentations; serves on panels in seminars, conferences, and EEO compliance meetings.
  • Conducts public demonstrations of OFCCP computer-based and/or Internet outreach materials to further public knowledge and use of materials interpreting equal employment opportunity standards and regulations. Coordinates outreach efforts for and works with first-time contractors.
  • Fosters creative partnerships with federal contractors, linkage organizations and other federal contracting agencies, industry liaison groups, trade associations, and others interested in equal employment opportunity.
  • Participates in compliance evaluations and complaint investigations.
  • Develops strategies for investigation or data collection and analysis, conciliates issues, negotiates with officials, and may use precedents to draft remedies for discriminatory practices and other noncompliance designed to correct the violation(s).
OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended. These laws ban discrimination and require Federal contractors or subcontractors to take affirmative action to ensure that all individuals have an equal opportunity for employment, without regard to race, color, religion, sex, national origin, disability, status as a protected veteran, sexual orientation or gender identity.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

GS-11: Applicants must have 52 weeks of specialized equivalent to at least the GS-09 level in the Federal Service. Qualifying specialized experience is experience that is related to the work of Compliance Specialist that provided the specific knowledge's, skills and abilities to perform successfully the duties of this position. Specialized experience is defined as work experience:

  • Investigating complaints of discrimination and/or adherence to rules/regulations of compliance programs; And/or
  • Providing compliance assistance to internal or external stakeholders and/or networking as a representative for a compliance and/or equal opportunity program to provide support and assistance to stakeholders;
  • Providing training and/or outreach materials for a compliance assistance and/or equal opportunity program.
And/or

Successful completion of a Ph.D. or equivalent Doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

And/or

Successful completion of three full years of progressively higher-level graduate education that provided the knowledge's, skills, and abilities necessary to do the work of this position.

And/or

Successful completion of a LL.M that provided the knowledge, skills, and abilities necessary to do the work of this position.

And/or A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position and graduate level education that provided the specific knowledge, skills and abilities to perform successfully the duties of this position.

GS-12: Applicants must have 52 weeks of specialized equivalent to at least the GS-11 level in the Federal Service. Qualifying specialized experience is experience that is related to the work of Compliance Specialist that provided the specific knowledge's, skills and abilities to perform successfully the duties of this position. Specialized experience is defined as work experience:
  • Investigating and resolving complaints of discrimination and/or implementing compliance programs. And/or
  • Providing compliance assistance to internal or external stakeholders and/or networking as a representative for a compliance and/or equal opportunity program to provide support and assistance to stakeholders.
  • Designing, developing and providing training and/or outreach materials for a compliance assistance and/or equal opportunity program.
