Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

  • One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level.
  • One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.
  • One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
(Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
GS-05

Specialized Experience: Three (3) years of progressively responsible general experience, one (1) year of which was equivalent to at least the GS-04 grade level in the Federal Service, that demonstrates the ability to:
  1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  2. Plan and organize work; and
  3. Communicate effectively orally and in writing.

OR


Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours. NOTE: You MUST submit supporting academic transcripts.

Combination of Education and Experience: Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. NOTE: You MUST submit supporting academic transcripts.

GS-07

Specialized Experience: One (1) or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-05 grade level in the Federal service, performing the following duties:
  1. Reviewing plans for programs to determine effectiveness in meeting the organization's mission;
  2. Participating in planning sessions with team members to identify ways of carrying out existing programs; and
  3. Assisting with studies to determine if programs meet compliance with procedural standards.

OR


Education: Must have one (1) full year of graduate level education in business, operations management, or other directly related field. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. NOTE: You MUST submit supporting academic transcripts.

OR

Combination of Education and Experience: Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. NOTE: First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. Superior Academic Achievement: Must meet the qualifications for Superior Academic Achievement, which include a bachelor's degree in business, operations management, or other directly related field and meet ONE of the following:
  1. A grade point average of B (3.0 or higher out of a possible 4.0) for your completed undergraduate courses, or those completed in the last two years of undergraduate study;
  2. A grade-point average of B+ (3.5 or higher out of a possible 4.0) for all courses in the major field of study, or those courses in your major completed in the last two years of undergraduate study;
  3. Rank in the upper one-third of your class in the college, university, or major subdivision; or
  4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.
Note: If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society. NOTE: You MUST submit supporting academic transcripts.

GS-09

Specialized Experience: One (1) or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties:
  1. Analyzing plans for programs to determine effectiveness in meeting the organization's mission;
  2. Participating in planning sessions with senior specialists to identify ways of carrying out existing programs;
  3. Collaborating on studies to determine if programs meet compliance with regulatory standards;
  4. Preparing regular and recurring reports and viewgraphs depicting findings; and

OR

Education:
Must have a Master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree in business, operations management, or other directly related field, or LL.B or J.D., if related. OR

Combination of Education and Experience:
Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. NOTE: First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (18 semester hours) may be used when combining education and experience for this grade. NOTE: You MUST submit supporting academic transcripts.

Additional information

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the below categories to be eligible.

1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. You must submit an SF-50 that reflects career or career-conditional (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1). Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted.
2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge. To be eligible, a veteran must be honorably separated and either a preference eligible or have substantially completed 3 or more years of active service. NOTE: Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.
3. A 30% or more Disabled Veteran. You must submit your DD214, a completed SF-15, and letter from the VA dated 1991 or later.
4. Military Spouses. You are eligible if: 1) you are the spouse of an active duty member of the Armed Forces; 2) you are the spouse of a member of the Armed Forces who retired or separated with a disability rating of 100 percent; or 3) you are the un-remarried widow or widower of a member of the Armed Forces killed while in active duty status.Please submit supporting documentation to be considered (e.g. active duty orders, marriage verification, SF-15, DD-214, disability letter from VA, etc.
5.
