Help

The duties of the Equal Employment Manager includes but is not limited to:

  • Serves as the principal advisor to the organizational leadership and staff.
  • Provides expert advice on all matters related to the EEO program and the impact of EEO plans, policies, and decisions.
  • Provides leadership, advice and counsel to staff and managers/supervisors in the development and implementation of the organization's affirmative action plan.
  • Defines equal employment opportunity problem areas.
  • Identifies reasons for problems and drafts specific action items to treat the causes of problems.
  • Serves on and assumes a leadership role on committees.
  • Prepares reference materials to ensure EEO program is communicated to the workforce.
  • Advises management on specific actions in support of affirmative action and strategies for processing discrimination complaints.
  • Conduct EEO Training for all managers and supervisors.
  • Assures formal complaints are processed within established time limits and in accordance with published regulations and policies.
  • Determines acceptability of formal complaints and dismisses those that are untimely or not within purview of applicable regulations.
  • Advises complainant of their post-investigative options and assures files are correct and complete prior to forwarding to higher authority.
  • Manages a total equal employment opportunity program that meets basic requirements for complying with laws, regulations and agency policies.
  • Compiles and analyzes statistical data in order to evaluate progress of the EEO Program.

Work Schedule: Monday-Friday 8:00am to 4:30pm. Subject to change to meet the needs of the Agency.
Telework: Available on an ad-hoc basis. Arrangement may be discussed during the interview process.

Qualifications

To be considered for this position, applicants must submit their application by the closing date of this announcement, 11/25/2024.

DETAILS: Employees do not have to meet the qualification requirements for the position to which they are detailed, except for any minimum educational, licensure and certification requirements.

TEMPORARY PROMOTION: Employees must meet time in grade and grade determination requirements, stated below, to be eligible for promotion.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GRADE DETERMINATION GS-12
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experiences must meet all of the following:
1) Supervising EEO group;
2) Implementing EEO policies and or procedures, and
3) Building and managing relationships with stakeholders.

Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk, sitting in conferences and meetings, and occasional visits to facility work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.

Work Requirements: The regular and recurring work of the position is performed in a work environment that involves normal everyday low risks or discomforts typical of offices or commercial vehicles. The work areas are adequately lighted, heated and ventilated.

This is a Detail/Temporary Promotion Not To Exceed 120 days. Detail/Temporary Promotion may be extended up to a year without further competition

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
