Duties

Help

The incumbent serves as a data analytic expert for their assigned organization, performing and overseeing data analysis projects and applying specific expertise in data analytics to support organizational decision making. The incumbent will perform the following duties:

  • Serve as a resource and leader to Federal and contractor staff in implementing, managing, tracking, and evaluating complex data analysis projects; define customers and apply system architecture principles to develop and manage technical requirements, plan resources, and meet stakeholder business needs and constraints.
  • Develop efficient project organizational structures and apply system architecture principles to projects; manage project plans to ensure logistical efficiency, identify, and resolve potential bottlenecks.
  • Partner with stakeholders internal and external to their organization in continuous improvement processes impacting data quality, performance enhancements, and overall user experience; and offer expertise when participating in discussions with non-technical internal customers to understand the problem and identify required data sets, collection mechanisms, and other key stakeholders required to solve the problem.
  • Assess data interface and storage requirements and needs, oversee and maintain the organizational databases and data systems for data acquisition, storage, and retrieval; use tools to transform, combine, and clean data in preparation for analysis and use appropriate analytic and statistical software to clean imperfect data and prepare data for analysis.
  • Translate complex concepts, findings, and limitations into concise, plain language; routine analysis tasks will include structured, loosely structured, and unstructured data from primary and secondary sources and require working with large datasets and numerous confounding variables.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify at the GS-14 grade level, you must have one year of specialized experience equivalent to the GS-13 grade level in the federal government service performing, leading, and overseeing various complex, organization-wide data analysis projects.

Examples of relevant experience could include:
- Leading and coordinating the efforts of staff and/or contractors in performing, overseeing, and monitoring complex data analysis activities.
- Leading and/or advising on efforts to collect, mine, and interpret data from multiple sources.
- Developing recommendations to address organizational program or business challenges.
- Assessing and evaluating data system needs to include systems for data acquisition, storage and retrieval.
- Contributing to the design development of advanced data systems, software, and/or complex programming specifications.


Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

You will be evaluated for this job based on how well you meet the qualifications above.

This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants.

The first hurdle will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position.

For the second hurdle, applicants who pass the first hurdle will be contacted to provide a written response to a pre-determined question. Applicant responses will be reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule. Applicants will have 5 business days to respond to the writing prompt. This process will determine the final rating of the applicant for possible referral to the hiring official for hiring consideration.
