This position is located with the National Disaster Medical System (NDMS). NDMS supports state, local, tribal and territorial (SLTT) authorities following disasters and emergencies by supplementing health and medical systems and response capabilities. The HHS Office of the Administration for Strategic Preparedness and Response, in its role as Coordinator of Emergency Support Function 8 (ESF-8), Public Health and Medical Services, of the National Response Framework, employs the NDMS to provide patient care, patient movement, and definitive care, as well as veterinary services, and fatality management support when requested by authorities from states, localities, tribes and territories, or other federal departments. In a disease outbreak, they may provide mass prophylaxis. During a special event, they stand ready to serve in case of an emergency. But no matter what the specific mission is, NDMS teams provide expert patient care that protects individual health and promotes national health security.

Provides diagnostic and therapeutic health services to patients; assesses acute and non-acute clinical problems and toxicities and recommends options to address the issues.

Assures effective safety procedures are implemented in the field.

Develops and implements a plan of care to meet patient and family needs, coordinates with staff, leads implementation of latest standards of care and provides treatment for acute and chronic illnesses or injuries.

Delivers comprehensive patient management services that may include, writing, discharging, ordering and interpreting laboratory and diagnosis studies.

Qualifications

During deployments, the work is primarily related to readiness for and deployment for response during the aftermath of a disaster or public health emergency, where work may be field based, in a tent environment that is remote and austere, caring for sick, injured, dying, or deceased persons. This work requires above average health, physical, and mental conditioning with routine long periods of repetitive walking, bending, lifting, and carrying, such as carrying NDMS equipment or heavy patients on litters. Incumbent must be capable of working in a high-stress, high security, remote, austere, and uncharacterized environment, void of infrastructure and vital services, requiring specific physical demands, such as the ability to lift 50 pounds, and work characteristics that must be met to successfully perform the essential functions of this job. For these reasons, employees are required to complete a physical and health screening process, meet and maintain certain physical standards, as well as mental, behavioral, and cognitive competencies. Work may be performed in an office setting or indoor and outdoor field sites, sometimes in adverse weather. During emergency situations, the work environment may be situated in austere conditions and environment in terms of destroyed infrastructure (e.g., food and water, housing, electricity, communications), the presence of endemic diseases, and limited health and sanitation facilities requiring special safety precautions.

To qualify for this position, you must meet the following basic requirements:

Education: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher-level degree in nursing from an accredited educational program. This education must have been accredited by the Commission on Collegiate Nursing Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Areas of specialties for positions include, but are not limited to, Acute Care, Adult Gerontology, and Family.

Note: If you are an employee currently assigned to a position in this occupational series as of September 2017 you will be considered to have met the basic requirements for the position occupied. A copy of your SF-50 must be submitted with your application.

Licensures: Applicants for Advanced Practice Nurse positions must have passed the National Council Licensure Examination and possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States with no restrictions on practice in any state, the District of Columbia, the Commonwealth of Puerto Rico, or any U.S. territory.

NOTE: A copy of your current, active, full, and unrestricted Registered Nurse license MUST be submitted with your application to be considered for this position. Do NOT submit a license that is expired at the time you apply. Must not be restricted from practice in any State, the District of Columbia, Commonwealth of Puerto Rico or any US territory.

BLS/ACLS: Must currently possess and maintain a current Basic Life Support (BLS) AND Advanced Cardiac Life Support (ACLS) training and certification.

NOTE: Current Advanced Life Support or other advanced certification does not supersede BLS or ACLS completion. A copy of your current BLS AND ACLS certification MUST be submitted with your application to be considered for this position. Do NOT submit a certification that is expired at the time you apply.

In addition to the mandatory education, licenses, and certification requirements described above under Basic Requirements, applicants must have at least one or more full years of professional Nurse Practitioner experience that is equivalent to the next lower grade level (GS-11) to meet the minimum qualification for this position:

Providing diagnostic and therapeutic health services to patients to assesses acute and non-acute clinical problems and toxicities to stabilize patients.
Developing and implementing a plan of care to meet patient and family needs in emergency situations.
Delivering comprehensive patient management services that may include writing prescriptions, discharging, ordering and interpreting laboratory and diagnosis studies.

NDMS does NOT allow DUAL FEDERAL EMPLOYMENT which applies to current full-time federal employees. (this does not apply to contractors for the federal government).

NDMS intermittent employees serve on a rotational on-call schedule and deploy as intermittent federal employees when ASPR activates them in a declared federal emergency response or as part of a national special security event. A response mission is typically up to 14 days with a possibility of a short extension, based on the mission. Team members must be committed to staying at the disaster site for up to two weeks.

Employees must be capable of review and approval by a standardized systematic Credentialing and Privileging process. If credentials and privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including, removal from Federal service. If required, applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.

Extended and frequent travel may be required and will be governed by the need for the incumbent to fully cover all emergency preparedness responsibilities (i.e. disasters, meetings, exercises, etc.). This travel may depend upon the number and type of events or emergencies that may occur.

NDMS is a part of the HHS Administration for Strategic Preparedness and Response (ASPR), which leads the nation's medical and public health preparedness response and recovery.

NDMS Responders take action when disasters impact a community's health care system and states request federal assistance. NDMS provides mobile field hospitals, personnel, equipment, supplies, and a system of partner hospitals working together with state and local personnel to provide care when communities need it most. Multi-disciplinary teams often work in austere conditions during disasters and emergencies.
