WHAT YOU'LL BE DOING DAY TO DAY

As a Public Health Advisor, you will use your knowledge of and experience to optimize business results and customer experience by:

  • Serving as a principal representative responsible for coordinated, innovative, community-based and evidence based, or novel public health programs, initiatives, grants and related matters between and among Federal, local, state, and community-based organizations addressing behavioral health issues.
  • Serving as the contact point for all inquiries and activities for the Office of Behavioral Health Equity (OBHE) related to infant, children and young adults; drawing on their judgment, experience and knowledge in being able to interact with and obtain critical problem information from groups representing underserved populations, providers, youth with lived experience and or in recovery, families, schools, community-based organizations, states, local county governments, and national associations.
  • Coordinating the development of information and education materials on product problems such as press releases, talking papers, and fact sheets to alert public or lay users about specific problems, and papers for presentation at conferences or meetings of professional
    organizations.
  • Serving on committees, intra- and inter-agency workgroups and other comparable groups delegated responsibility for reviewing and developing public health policies and procedures and guidelines.
***Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.***

WHAT WE ARE LOOKING FOR

Basic Qualifications:
Must meet one of the items listed below:
For GS-11: Successful completion of a bachelor's degree or higher in public health or other field of study with course work directly related to the work of the position in an accredited U.S. education program. (For information on Foreign Education, please see the 'Education' section of the full vacancy announcement for more details.) Transcripts must be provided.
-OR-
For GS-11, GS-12 & GS-13: Must have experience that provided:

  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Minimum Qualifications: In addition to the basic qualification requirement above, you must have one-year specialized experience to perform successfully the duties of the position.
For GS-11: You must clearly demonstrate one full year of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service in ALL of the following:
1. Assisting with implementing plans to address disparities in access, use and outcomes of behavioral health services experienced by children (including infant, early childhood to young adult) with or at risk for developing a mental illness/serious emotional disturbance (SED), substance use disorder (SUD), and co-occurring disorders (COD) in underserved communities.
2. Providing technical and/or administrative advice or assistance to an assigned project or program.
-OR-
Education: Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with major study in public health or other field of study with course work directly related to the work of the position to be filled or LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. For GS-12: You must clearly demonstrate one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service in ALL of the following:
1. Implementing plans to address disparities in access, use or outcomes of behavioral health services experienced by children (including infant, early childhood to young adult) with or at risk for developing a mental illness/serious emotional disturbance (SED), substance use disorder (SUD), and co-occurring disorders (COD) in underserved communities.
2. Designing, developing, implementing and/or evaluating all aspects of a project, grant, contract or program within an assigned area.
3. Providing technical and/or administrative advice or assistance to an assigned project or program.

For GS-13: You must clearly demonstrate one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service in ALLof the following:
1. Developing and/or implementing plans to address disparities in access, use or outcomes of behavioral health services experienced by children (including infant, early childhood to young adult) with or at risk for developing a mental illness/serious emotional disturbance (SED), substance use disorder (SUD), and co-occurring disorders (COD) in underserved communities.
2. Integrating knowledge and experience of public health programs or policies to provide guidance on cross cutting procedural and multilayered and multifaceted policy issues to other components of the agency and other governmental agencies.
3. Designing, developing, implementing, managing and/or evaluating all aspects of a complex, politically sensitive, or developmental special project, grants, contracts, or program within an assigned area.
4. Providing technical and/or administrative advice or assistance to an assigned project or program.
