Summary

The employee will serve as the Office of General Counsel (OGC) primary Contracting Officer's Representative (COR) performing pre-award/evaluation/contract oversight activities on the bulk of OGC's contracts and advising other OGC CORs/contract oversight personnel on contract administration matters. Also serves as OGC's budget liaison performing budget request/formulation/reprogramming/tracking activities in concert with, and in response to, the Office of Budget and Financial Management (OBFM).

Duties

Help


The employee plans and supports contractor oversight and contractor management activities and serves as the COR in OGC in support of assigned contracts and/or interagency agreements (IAAs). A typical portfolio will include OGC's outside counsel/legal services contracts administered on a level-of-effort basis (i.e., Time-and-Materials/Labor-Hour), which requires the greatest amount of contract oversight. For contracts that have another OGC COR assigned, the incumbent may provide secondary oversight assistance (e.g., review of invoices, review of contract terms in consultation with an FHFA Contracting Officer).

The incumbent will primarily perform COR duties (75%) with budget liaison duties (25%) rounding out the incumbent's day-to-day responsibilities.

Major Duties & Responsibilities

The Senior Management Analyst (Contract & Budget Liaison) duties listed below are at the EL-13 level. Depending on the grade level selected, the incumbent will perform the following duties with varying levels of supervision and difficulty:

  • Advises program offices and staff on the development of requirements and other materials for the issuance of RFPs and other pre-award contract activities.
  • Supports managers and program office staff on the awarding of contracts, including technical review panels and other contract award activities.
  • Serves as an ongoing Contracting Officer's Representative (COR) for complex service contracts.
  • Approves invoices as a COR for a contract with a complex pricing arrangement, such as labor-hour or time-and materials.
  • Maintains COR files and other administrative tasks related to the management of federal contracts.
  • Supports management in addressing performance issues with contractors or contract staff.
  • Completes contractor performance evaluations and closed out a variety of contracts and contract types.
  • Supports the modification of ongoing contracts as a COR to better meet the needs of a program office.
  • Serves as a COR or invoice approver for Interagency Agreements (IAAs).
  • Works closely with staff at all levels (executive to entry-level) to establish strong productive working relationships.
  • Serves as a liaison between a contracting officer and program office staff.
  • Builds strong relationships with staff involved in an Agency's budget formulation and contracting operations to advance the needs of a program office.
  • Represents the needs of a program office in the development of budgets or contract documents.
  • Coordinates the budget formulation and request process for an agency program office.
  • Serves as a key contact for the administration and execution of a program offices' budget.
  • Uses tracking mechanisms to monitor and report upon the execution of a program office's budget.
  • Assists program office leadership in making reallocations or other changes to a program office budget.
  • Provides data to budget offices on information such as accrual estimates or other budget needs.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Minimum Qualification EL-12: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.

Experience: I qualify for the EL/GS-12 because I have at least 52 weeks of specialized experience at the EL/GS-11 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include:

  • Serving as a Contracting Officer's Representative (COR) for complex services contracts
  • Assisting in the management of the budget formulation, execution, reprogramming, and unbudgeted funding request processes for a federal program office
  • Managing the maintenance of COR files and other records for contract administration
  • Maintaining databases and other reporting or tracking systems with information related to the administration of contracts or budgets for an office

Minimum Qualification EL-13: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.

Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement.
  • To be eligible for the EL-12 position, applicants must have served 52 weeks as an EL/GS-11 or higher in the Federal Service.
  • To be eligible for the EL-13 position, applicants must have served 52 weeks as an EL/GS-12 or higher in the Federal Service.
