Duties

Help
  • Serves as an agency official responsible for complex RA determinations provides a variety of high-level analytical, consultative, and advisory services to the NRAC, CADS Director and Deputy Director, and other agency Executives on RA requests.
  • Serves as an agency subject matter expert on RA law, policies, procedures, best practices, regulations, Equal Employment Opportunity Commission (EEOC) guidance, and case law
  • cont'd as well as the agency’s related equal employment opportunity (EEO) programs, philosophies, priorities, goals, and objectives sufficient to advise management on complex RA program issues.
  • In the absence of the NRAC, the incumbent may often be required to provide advice and guidance on RA program policy and procedures.
  • Works collaboratively with a team of employees within any assigned regions/components, charged with processing recommended denials for the agency within CADS, which includes the NRAC Review Team
  • cont'd and a cadre of EEO Specialists (Quality Reviewers) charged with drafting and reviewing timely, accurate decisions for all RA requests that are not approved by front-line managers.
  • Makes recommendations to the NRAC regarding the need to establish new or modify existing RA policy, process, and procedures related to recommended denials.
  • Monitors the status and advises the NRAC regarding proposed and newly enacted laws and regulations that may impact agency RA policy and procedures.
  • Provides input to the NRAC regarding policy and plans related to the RA program.
  • Implements RA processing procedures related to recommended denials, which includes accessible electronic processes that enable the ANRAC to review and make determinations on recommended denials and to track such decisions online.
  • Manages day-to-day workload of assigned cases, which are assigned by region/component.
  • In reviewing assigned cases, the incumbent identifies developmental training needs for staff in CADS, OCREO, and managers agency-wide, and recommends provisions for necessary training and development to the NRAC for final review and decision.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include: (1)Knowledge of the Rehabilitation Act of 1973 and the Americans with Disabilities Act Amendments Act of 2008 as it relates to reasonable accommodations (RA), (2) Knowledge of steps in the RA process, (3) Experience in the types of accommodations available to IWDs/EWDs and determining effective alternatives, (4) Working with or knowledge of assistive technology, and/or (5) Experience with engaging in or analyzing and evaluating the RA process.

NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY
Applications for noncompetitive consideration will be accepted from SSA employees in the area of consideration who are currently serving under the following types of appointments: Schedule A, Reg. 213.3102 (U) appointments for individuals with disabilities and time limited appointments for veterans with a compensable service-connected disability of 30% or more. Applicants serving under these provisions do not need to submit copies of your disability or Veteran's documentation. However, you must submit a current SF-50 that provides information on the appointment authority under which you were hired. Otherwise, you will not receive non-competitive consideration.

NOTE: Excepted service employees serving under Schedule A appointments for Attorney positions or Pathways Programs appointments (Presidential Management Fellows, Recent Graduates, and Interns) are not eligible for consideration.

This is a non-bargaining unit position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

OTHER NOTES:
This position will not be filled virtually or through oustationing.

This position is temporary not-to-exceed 1 Year. Temporary promotions or reassignments may be extended or become permanent.

This position is eligible for telework.

Relocation expenses will not be paid.

Travel expenses for temporary assignments will be paid as appropriate according to applicable travel rules and/or regulations.

This is a moderate risk. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.
