Summary

The position is located in the Office of the Executive Secretary. The Executive Secretary establishes, implements, and manages processes and procedures to ensure prompt and efficient processing of executive correspondence and records from sources internal and external to the Department. The Executive Secretary also assists agencies within the Department in producing timely, accurate, and quality responses to executive correspondence.

Duties

Help

Major duties include:

  • Act as resource expert for agency correspondence personnel providing explanations, samples, and interpretations of requirements as needed or upon request.
  • Balance the interests of a variety of clients; readily readjusts priorities to respond to pressing and changing client demands; anticipates and meets the need of clients; achieves quality end-products; is committed to continuous improvement of services
  • Prepare instructions for the research and retrieval of documents to be performed by the Executive Correspondence Assistant in the office. Once the information is retrieved and organized, the incumbent is responsible for determining what information can be released and when the request is to be denied.
  • Monitor and collects research data to access accuracy, validity, and integrity; interprets and
    evaluates results and creates reports and/or presentations.
  • Determine the appropriate responsible agencies for clearance purposes dependent on interest, knowledge of the subject matter, relevance to recommendations being forwarded to the Secretary in order to assure fully completed staff work.
  • Apply policies and procedures to formulate objectives and priorities of an organization; implements plans consistent with the long-term interests of the organization in a environment that takes into consideration resources, capabilities, constraints, and organizational goals and values.
  • Review and perform detailed analyses of incoming documents from administrative staffs from the White House, Members of the Cabinet and Congress, Congressional Committees, Federal, State and local government officials and the public in general for substance and completeness.
  • Use knowledge that is acquired through formal training or extensive on the job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Compose written responses to Congressional and White House staff providing all relevant information on the status of the initial inquiry, including the reason(s) for delay and related circumstances.
  • Listen effectively and clarifies information as needed; facilitates an open exchange of ideas and fosters atmosphere of open communication; written communication - expresses facts and ideas in writing in a clear, convincing and organized manner.
  • Performs other duties as assigned.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-05, in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying education/experience for GS-07 includes:

Specialized Experience (at least two of the following):

  • Experience interpreting administrative policies and procedures
  • Experience in analyzing and evaluating issues for a department.
  • Experience providing administrative staff support to a large organization.
  • Experience working with congressional or executive correspondence.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Graduate Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
