Incumbent initiates and conducts complex economic research, analysis and studies, develops analytical techniques for economic studies; and conducts sophisticated analyses of major economic issues, preparing reports and presenting results pertaining to this work.
Incumbent should have an excellent understanding of the statistical techniques and other requirements, processes and systems necessary (1) to develop economically meaningful data collections, (2) to process the collected data for economic analyses, and (3) to undertake such analyses.
Incumbent responds to special requests for specific analysis, research and studies for use in preparation of testimony to be presented before congressional Committees.
Incumbent may be involved in reviewing and critiquing draft decisions prepared by other Commission staff.

Qualifications
Applicants who have recently obtained or are on the verge of completing their PhD are required to submit three recommendation letters either through "JOE" or by attaching the recommendation letters to their job application. All other applicants must submit a list of three references.
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Time in grade restrictions do not apply to Direct Hire procedures.
Applicants must meet eligibility and qualification requirements by the closing date of this announcement with the exception of those candidates requesting consideration at the GS-12 grade level based on completing a Ph.D. If you are a graduate student who will complete a Ph.D. by August 1, 2025, you may request GS-12 consideration. Verification of fulfillment of degree requirements will be required prior to appointment. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement in order to be considered for the position. Candidates must have held the next lower grade or have equivalent education and/or experience in the normal line of progression for this position for a least one year.

To be deemed as qualified, candidates must meet the Basic Educational Qualification Requirement outlined in Part A and the Specialized Experience and/or Educational requirements outlined in Part B.
A. Basic Educational Qualification Requirement
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
AND
B. Specialized Experience:
GS-12: In order to be deemed as qualified, candidates must demonstrate one year of specialized experience which is equivalent to at least the GS-11 grade level in the Federal service.
Specialized experience is defined as follows:
(1) candidate has performed research used in publications in peer-reviewed journals (even if candidate is not an author of a peer-reviewed journal publication) and/or (2) candidate has assisted senior economists in the teaching of economics courses and/or (3) candidate has contributed to agency policy-making involving microeconomics analysis.
GS-13: In order to be deemed as qualified, candidates must demonstrate one year of specialized experience which is equivalent to at least the GS-12 grade level in the Federal service.
Specialized experience is defined as follows:
(1) candidate has at least one credited publication in a peer-reviewed journal or has made significant contributions to one or more publications in peer-reviewed journals and/or (2) candidate has significantly assisted senior economists in the teaching of courses in microeconomics or the relevant related fields mentioned above, and/or (3) candidate has made significant contributions to agency policy-making involving microeconomics analysis.
GS-14: In order to be deemed as qualified, candidates must demonstrate one year of specialized experience which is equivalent to at least the GS-13 grade level in the Federal service.
Specialized experience is defined as follows:
(1) candidate has at least two credited publications in peer-reviewed journals or has made significant contributions to two or more publications in peer-reviewed journals. and/or (2) candidate has supervised research and/or thesis work of graduate economists in microeconomics or other relevant fields mentioned above. and/or (3) candidate has played a lead role in analysis used in agency policy- making involving microeconomics analysis.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
