Duties

Help
  • Provides leadership, management oversight, and direction in advancing SSA’s Office of Civil Rights and Equal Opportunity (OCREO) programs.
  • Provides leadership in the formulation, implementation, and evaluation of policies, initiatives, and procedures in support of the overall civil rights and equal opportunity program.
  • Ensures the provision of expert staff advice and services to SSA management and employees on SSA’s OCREO programs.
  • Promotes team building, significant and extensive coordination/integration of teams and workgroups, each assigned specific projects.
  • Confers and negotiates with key officials throughout SSA; with representatives of other Federal agencies such as OPM and EEOC, Congressional staff and labor organizations.
  • Management involves major recommendations which have a direct and substantial impact on OCREO operations, which in turn affect all SSA headquarters and field components.
  • Develops policy and program guidance to agency management nationwide.
  • Determining appropriate processes and procedures to provide an ongoing and effective EO program.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include knowledge of the federal-sector Equal Employment Opportunity (EEO) process, relevant EEO policies, laws, regulations, and procedures; expert knowledge of EEO case processing, and procedural review processes; broad knowledge of EEO regulations and principles; knowledge of Federal acquisition regulations, policies, and procedures including types of contracting authority, contract types, and the essential elements of a contract; experience reviewing and providing constructive feedback on legal and quasi-legal writing. Experience must include leading employees.

NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY
Applications for noncompetitive consideration will be accepted from SSA employees in the area of consideration who are currently serving under the following types of appointments: Schedule A, Reg. 213.3102 (U) appointments for individuals with disabilities and time limited appointments for veterans with a compensable service-connected disability of 30% or more. This is a non-bargaining unit position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

OTHER NOTES:

This position will not be filled virtually or through oustationing.

This position is temporary not-to-exceed 1 Year. Temporary promotions or reassignments may be extended or become permanent.

Selected employee is subject to the completion of a 1-year probationary period for a supervisory position unless the employee served in such a position before August 11, 1979, or has completed one.

This position is eligible for telework.

Relocation expenses will not be paid.

Travel expenses for temporary assignments will be paid as appropriate according to applicable travel rules and/or regulations.

This is a high risk public trust position. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.
