Summary

This vacancy is for an Equal Employment Manager in the Office of the Secretary within the Department of Commerce.

The incumbent serves as Division Director. The Division of Client Services & Resolutions is responsible for providing front line client counseling and dispute resolution services under provision of the Equal Employment Opportunity Act of 1972; Title VII of the Civil Rights Act of 1964, as amended and the Civil Rights Act of 1991.

Duties

Help

As an Equal Employment Manager, you will perform the following duties:.

  • Provides client counseling and dispute resolution services under provision of the Equal Employment Opportunity (EEO) Act of 1972; Title VII of the Civil Rights Act of 1964, as amended; the Civil Rights Act of 1991, the Age Discrimination in Employment Act of 1967, as amended May 1, 1974, January 1, 1979 and January 1, 1983; the Rehabilitation Act of 1973, as amended February 6, 1975, and February 22, 1984; and Executive Order 11478.
  • Manages and updates the Civil Rights training framework to ensure employees, supervisors, managers and executive achieve EEO and Diversity Inclusion and Equity (DEIA) competencies.
  • Recruits, selects, coaches, trains, and supervises EEO counselors
  • Leads in the development, execution and assessment of the alternative dispute resolution (ADR) efforts.
  • Develops and oversees technical training requirements, and programs for on-the-job training of staff.
  • Develops and oversees the EEO counseling program designed to resolve complaints of discrimination at the informal stage.
  • Oversees the preparation and development of the annual Accomplishment Report to the Equal Employment Opportunity Commission (EEOC) of efforts to become a model EEO employer for the O/S serviced bureaus.
  • Develops work standards and reviews and evaluates the work of subordinates.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service or its non-Federal equivalent.

Specialized experience is defined as:

  • Providing supervisory leadership and direction to a staff of Equal Employment Opportunity (EEO) specialists and counselors.
  • Developing an Alternate Dispute Resolution or a mediation program for the EEO complaint process and updating EEO reports.
  • Advising managers and supervisors on EEO policies, regulations, procedures or practices.
  • Presenting EEO training on workplace harassment, affirmative employment, or discrimination complaint programs.

A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;
  2. A copy of your SF-50 "Notification of Personnel Action" documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

You will be evaluated for this job based on how well you meet the qualifications above.
