Duties

Help
  • Duties will be performed in a developmental capacity.
  • Serve as an Equal Employment Specialist for the Defense Contract Management Agency EEO Program.
  • Monitor the EEO Advisory and/or Diversity Committees and provides members with technical assistance and guidance.
  • Serve as EEO Counselor and/or mediator/co-mediator when assigned, handling complex EEO cases as well as class complaints.
  • Prepare for presentation periodic evaluations of selected program elements such as, "Trends in the Representation of Women and Minorities in the Work Force", Complaint Trends", and 'affirmative Employment Update".
  • Prepare correspondence relative to congressional inquiries and DoD Hotline complaints on EEO matters.

Qualifications

To qualify for an Equal Employment Specialist, your resume and supporting documentation must support:

A. General Experience: Three years of progressively responsible general experience, one year of which was equivalent to at least the NH-01 or GS-04 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Identifying, monitoring and resolving any employment related discrimination, barriers to employment of minorities, women, and people with disabilities.
  • Coordinating program evaluation efforts, providing EEO training and briefings to serviced population.
  • Analyzing EEO program effectiveness and initiatives for program improvement.
  • Providing advice and assistance to management and employees concerning the filing and processing of complaints.

B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of experience, you must possess a 4-year course of study leading to a bachelor's degree.

C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualifications and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

The transcripts must include your name, the name of the college or university, class/course list, completed number of credits/hours, and the date degree conferred (if applicable). Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. Licenses must be current at time of application.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

  • Highly-Qualified: This category will be used for those candidates who possess the type and quality of experience that substantially exceeds the minimum qualifications of the position, including all selective placement factors and appropriate quality ranking factor(s) as determined by the job analysis. To be Highly-Qualified, the candidates are considered by the Human Resources Office and the selecting official as being highly proficient in all the requirements of the job and can perform effectively in the position almost immediately or with a minimum amount of training and/or orientation. Those that have a cut-off score 97 and above and demonstrate in their resume they possess the competencies to perform effectively.
  • Well-Qualified: The next lower category (Well-Qualified) will be used for those candidates that meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates may require some training but not in all areas. Those that have a cut-off score 80 to 96, and have demonstrated in their resume they possess the competencies to perform proficiently.
  • Qualified: This category will be used for the candidates that only meet the basic requirements and eligibilities. Candidates may require extensive training and/or orientation in order to satisfactorily perform the duties of the position. Those that have a cut-off score 70 to 79 and possess the competencies.
