An EQUAL EMPLOYMENT SPECIALIST, GS-0260-09, serves as the assistant to the Equal Opportunity Manager in planning and implementation of a Statewide equal employment opportunity program. Assists in the development and implementation of the National Guard Bureau Equal Opportunity Program at the State level. Assists in writing the Affirmative Action plan covering both short- and long-range goals and objectives. Continuously reviews this plan and revises it as needed. Performs all other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED.  If you are not sure if you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a Secret security clearance within one year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

Military Grades: E5 through E8 or O1 through O3

GENERAL EXPERIENCE: Administrative, professional, investigative, technical or other type of experience which demonstrates ability to meet and deal effectively with persons of different ages, races, and economic and education background; to collect and assemble pertinent facts, and to prepare clear and concise written reports.

SPECIALIZED EXPERIENCE: Must have 1 year specialized experience must be equivalent to at least the next lower grade (GS-7). Specialized experience is experience, education or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Equal Employment Opportunity to the unique organizational, management, and mission requirements.

Recommended however not required: EEO Certificate(s), DEOMI Certificate(s), Mediation Certificate(s) and other Affirmative Action/EEO/MEO/D&I Certificates

Physical Demands: Regular and recurring work is performed sitting at a desk except for occasional brief visits to worksites. No special demands are required to perform the work.

Work Environment: The work generally is performed in an office setting except for occasional visits to protected areas of industrial worksites involving everyday risks and discomforts and normal safety precautions.

Education

If you are using Education to qualify for this position, specialized experience may be substituted with the following education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
