Duties

Help
  • Serve as the Subject Matter Expert (SME) on issues pertaining to Reasonable Accommodations (RA) and, individuals with disabilities.
  • Identify the specific requirements for funding, manpower, facilities and services needed to support the disability and reasonable accommodation programs.
  • Review and prepares written or oral responses to correspondence or inquiries regarding disabilities and reasonable accommodations from aggrieved persons, employees and their representatives (legal or lay) or, management.
  • Provide guidance on the U.S. Equal Employment Opportunity Commission (EEOC) and Department of Defense (DoD) Policies, as well as the Rehabilitation Act of 1973, Executive Order 11478 and the American with Disabilities Act of 1990, as amended.
  • Receive, process, coordinate and, document all RA requests in reference to equipment, software and training.
  • Review all medical documentation submitted in reference to RA requests and applies the applicable laws and policies to make or advise on a RA determination.
  • Consult with medical professionals on difficult cases and coordinate requests for adaptive equipment when needed.
  • Keep and maintain medical documentation and ensure that all medical documentation is handled in accordance with applicable law.
  • Conduct and coordinate RA training for managers, supervisors and, employees on the procedures and applicable regulations, policies.
  • Develop a results-oriented disability discrimination prevention and disability dispute resolution program.

Qualifications

To qualify as an Equal Employment Specialist, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Develop and implement an affirmative action plan which includes the judicial and administrative decisions impacting the employability of the disabled.
  • Devise methods for monitoring the progress and training needs of employees and applicants with a documented disability.
  • Advise the installation equal employment manager on employment barriers affecting the promotion, development, training and recruitment of employees with RA needs and, applicants who have a documented disability.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
