Duties

Help

  • Serve as one of the senior functional experts in the area of the Reasonable Accommodation Program.
  • Process requests for reasonable accommodations for NIH employees and applicants with disabilities and/disabling medical limitations. Processing includes: (1) intake meetings with requestors, decision makers, and appropriate stakeholders; (2) analyzing the sufficiency of supporting medical documentation while maintaining Rehabilitation Act of 1973, confidentiality requirements; and (3) developing, writing, and producing well researched, effective, and case specific guidance and analysis.
  • Provide advice and guidance to staff, management officials, applicants for federal employment, and external customers on sensitive and complex issues related to reasonable accommodation.
  • Proactively identify, foster, and encourage non-traditional and novel solutions to challenges that impede full access to the federal workplace.
  • Determine whether there are triggers to full employment and engagement of individuals with disabilities and provide guidance and assistance in establishing monitoring and feedback procedures.
  • Track compliance and efficiency of the Reasonable Accommodation Program by recommending policy or process improvements.
  • Deliver training on reasonable accommodations, in person and virtually, to all customers on the current state of reasonable accommodations (e.g., application process, interactive process, alternative accommodations, effective accommodations).
  • Draft written correspondence that captures comprehensively any guidance being provided to management officials, staff, and applicants for federal employment.
  • Provide advisory and consultative services to all levels of management regarding the requirements and implications of reasonable accommodations being requested or suggested, reasonable accommodation policy, reasonable accommodation laws and regulations (e.g., the Rehabilitation Act, the Americans with Disabilities Act, the Americans with Disabilities Act Amendments Act, 29 C.F.R. Part 1630, 29 C.F.R. Part 1614), and applicable case law.
  • Perform other related duties as assigned.

Qualifications

In order to qualify for an Equal Employment Specialist, GS-0260 at the GS-13 level, you must have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting projects to solve broad, difficult, and complex equal employment opportunity problems through systematic fact finding, analysis, and consulting efforts; providing human resources staff, employees and managers with information pertaining to EEO laws and regulations; developing and implementing affirmative action plans; preparing reports on EEO counseling activity or investigations into EEO complaints; advising offices of their disability program responsibilities including reasonable accommodation requests and technology related accessibility requirements.
