Duties

Help
  • Build, maintain and repair structures and upkeep of project structures utilizing knowledge and skills in carpentry, concrete and masonry.
  • Implements approved plans, prepares and makes daily work assignments, maintain daily records on daily use of labor, equipment and materials for management.
  • Coordinate and supervise the activities of the work crew with effective use of shared equipment.
  • Supervise routine maintenance and non-routine rehabilitation of project canals, lateral structures, pipelines and drains.
  • Assist with planning and make recommendations for routine maintenance.
  • Operate, repair and maintain various heavy machinery and tools.

Qualifications

QUALIFICATION REQUIREMENTS: The Office of Personnel Management (OPM) Job Qualifications System for Trades and Labor Occupations (X-118C, Qualification Standard Handbook) will be used in determining applicants' qualifications. There is no specific length of training or experience required; however, you must be able to demonstrate through the experience shown in your written resume and your responses to the Occupational Questionnaire that you possess the competencies to perform the duties of this position without more than normal supervision. Listed below are the JOB ELEMENTS you will be rated on:

As an Foreman II Equipment Operator, incumbent must have the ability to do the work without more than normal supervision: repair and replace irrigation structures and facilities in the distribution of water; supervised maintenance crews including equipment operators; able to make timely water deliveries; thorough knowledge of the methods and techniques of concrete work and repairing damaged areas; prepare technical scopes of work associated with maintenance projects.  
BASIS OF RATING: The first job element is the screen-out element (Ability to do the work of the position without more than normal supervision). Applicants who do not meet the minimum quality level of experience for this element will be rated ineligible and will receive no further consideration for this position.
Applicants will be rated upon the statements in their application/resume and responses to the Occupational Questionnaire. It will be to their advantage to give a clear and complete description of any pertinent experience or training gained, including types of equipment and devices with which concerned. The Occupational Questionnaire must be completed in order to show skills, abilities, and knowledge under the elements outlined above.

The full performance level of this position is BS-00.

This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment. In addition, your are required to possess a valid Class A Commercial Driver's License.

TELEWORK: Indian Affairs has determined that the duties of the position are not suitable for telework under any circumstances.

You will be required to operate a government-owned or leased motor vehicle in the performance of duties, therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs. In addition, you must possess a valid Class A Commercial Driver's License.
