Duties

Help

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Resolves individual complaints and addresses systemic barriers, writes barrier analysis and addresses other equal employment opportunity (EEO) issues such as policies or widespread practices of the organization. Analyzes Program Data to identify systemic barriers to equal employment for the Treasury's Office of Domestic Finance, Office of International Affairs, Office of Terrorism and Financial Intelligence, Office of Economic Policy, Office of Tax Policy, Office of the Treasurer of the United States.
  • Uses initiative and resourcefulness in extending or redefining guidelines or deviating from traditional principles and practices to resolve longstanding EEO issues. The work affects the Departmental Office's overall EEO program and the equal employment opportunity of many persons.
  • Works independently and primary responsibilities will include one or more of the following functional areas: EEO & Alternative Dispute Resolution and Reasonable Accommodations, Workforce Analysis, Management Directive 715, Barrier Analysis, Affirmative Employment, Diversity Management.
  • Works independently and primary responsibilities will include one or more of the following functional areas: EEO & Alternative Dispute Resolution and Reasonable Accommodations, Workforce Analysis, Management Directive 715, Barrier Analysis, Affirmative Employment, Diversity Management.
  • Negotiates procedural issues; conducts fact findings, informal interviews of witnesses and other persons having information essential to an informal complaint case. The incumbent works independently to solve the specialized problems and complaints of women, minorities, veterans, persons with disabilities, persons over the age of forty, and others as it relates to federal EEO.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A one-year probationary period may be required.
  • Must successfully complete a background investigation.
  • All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

Specialized Experience for the GS-13: You must have one year of experience at the GS-12 level, or equivalent in other public or private sectors, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes work experience that demonstrates:
-Experience analyzing and making recommendations on Equal Employment Opportunity strategies; AND
-Experience applying applicable laws, regulations, and policies governing federal sector EEO programs to EEO complaints; AND
-Experience developing the Federal Agency Annual Equal Employment Opportunity Program Status Report Management Directive 715 or similar analytical reports to determine workforce diversity. AND
-Provide informal EEO counseling to current employees, former employees and applicants for employment at Departmental Offices. Works with other specialists in developing, monitoring, reviewing, and updating a range of program activities in such areas as the informal complaint processing, Complaints Program Administration, Affirmative Employment Program, Federal Equal Opportunity Recruitment Program and Special Emphasis Programs, including Persons with Disabilities and others as defined by law, regulation, or policy.

Specialized Experience for the GS-12: You must have one year of experience at the GS-11 level, or equivalent in other public or private sectors, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes work experience that demonstrates:
- Experience implementing Equal Employment Opportunity strategies; AND
- Experience applying applicable laws, regulations, and policies governing federal sector EEO programs to EEO complaints; AND
- Experience utilizing the Federal Agency Annual Equal Employment Opportunity Program Status Report Management Directive 715 or similar analytical reports to determine workforce diversity; AND
-Provide informal EEO counseling to current employees, former employees and applicants for employment at Departmental Offices. Works with other specialists in developing, monitoring, reviewing, and updating a range of program activities in such areas as the informal complaint processing, Complaints Program Administration, Affirmative Employment Program, Federal Equal Opportunity Recruitment Program and Special Emphasis Programs, including Persons with Disabilities and others as defined by law, regulation, or policy.

Specialized Experience for the GS-11: You must have one year of experience at the GS-9 level, or equivalent in other public or private sectors, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes work experience that demonstrates:
- Experience applying applicable laws, regulations, and policies governing federal sector EEO programs to EEO complaints; AND
-Provide informal EEO counseling to current employees, former employees and applicants for employment at Departmental Offices. Works with other specialists in developing, monitoring, reviewing, and updating a range of program activities in such areas as the informal complaint processing, Complaints Program Administration, Affirmative Employment Program, Federal Equal Opportunity Recruitment Program and Special Emphasis Programs, including Persons with Disabilities and others as defined by law, regulation, or policy.

OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, if related;

OR You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.


Specialized Experience for the GS-9: You must have one year of experience at the GS-7 level, or equivalent in other public or private sectors, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes work experience that demonstrates:
- Experience implementing Equal Employment Opportunity strategies; AND
- Experience applying applicable laws, regulations, and policies governing federal sector EEO programs to EEO complaints; AND
-Provide informal EEO counseling to current employees, former employees and applicants for employment at Departmental Offices. Works with other specialists in developing, monitoring, reviewing, and updating a range of program activities in such areas as the informal complaint processing, Complaints Program Administration, Affirmative Employment Program, Federal Equal Opportunity Recruitment Program and Special Emphasis Programs, including Persons with Disabilities and others as defined by law, regulation, or policy.

OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree, if related; OR

OR
2 full years of progressively higher-level graduate education leading to such a degree, if related; or LL.B. or J.D., if related;

OR
You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 18 semester hours may be combined with experience.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-9 level for 52 weeks.
For the GS-9, you must have been at the GS-7 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
