The incumbent works under the administrative supervision of the Chief Budget Officer. The incumbent’s assignments/duties are defined in terms of broad policy, objectives, and resource limitations, and recommendations and decisions are normally accepted as technically sound. Independently or with minimal supervision, complete work as directed by CBO. Completed work is usually accepted as final product that can be shared with any stakeholders internal and external to the Commission. The incumbent, acting mostly independently, ensures proper allocation, control and analysis of all FCC's budgetary and financial resources. The incumbent oversees the formulation and execution of the FCC's budget. This includes providing overall budgetary guidance, reviewing budget proposals, preparing supporting documentation and justifications, and performing financial analysis of the Commission budget with the understanding of the budget environment that will impact Commission’s annual budget. The incumbent conducts budgetary and financial analysis to support agency planning, budgeting and resource management. The incumbent identifies major issues affecting FCC programs and conducts reviews of funding patterns and need determinations based on program objectives. The incumbent performs these functions for all FCC funding streams including FCC's salaries and expense (S&E) budget, auctions budget, credit program budget, Universal Service Fund, Telecommunications Relay service fund, and any other accounts which may be allocated to the FCC by Office of Management and Budget (OMB) and/or Congress and, at the same time, keeping CBO and CFO informed of all relevant and critical items and/or factors.

Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Provides advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the organization; and recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees. Effects disciplinary measures. Identifies, providing or arrange for needed development and training. Finds ways to improve production or increase the quality of work directed. Develops performance standards and performance goals for the Center's activities. Exercises delegated EEO responsibilities. Assures that sound position management principles and adequate internal controls are established and implemented.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.  

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.

Specialized Experience

GS-14

In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-13 grade level. Specialized experience is defined as:

1. Experience supervising, managing or leading staff responsible for performing budget related work.
2. Experience overseeing the formulation and execution of an organization's budget.
3. Experience providing budgetary and/or related financial guidance, reviewing budget proposals and performing financial analysis of an organization's budget and programs.
4. Experience drafting budgetary and related financial policies.
5. Experience providing budgetary and related financial guidance and advice to senior leadership officials.
6. Experience communicating complex financial budgetary issues in a clear, concise manner.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

  • Ability to lead, supervise or oversee staff that perform budget related work.
  • Ability to provide critical guidance to senior leadership on budgetary matters.
  • Ability to draft budgetary and related financial policies.
  • Ability to conduct financial analysis to assess the impact on an organization's budget resulting from rules, laws, policies and procedures.
  • Ability to formulate and execute budgets.

How You Will Be Evaluated-DEU Hiring Procedures

The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. Time in grade restrictions do not apply to DEU hiring procedures.

All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;

2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and

3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement. An automated score is administered based on the on-line application process used.

Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position. Application of Veterans Preference: The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.

A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category. Qualified disabled veterans (30% disabled veterans and at least 10% disabled veterans) who meet the qualification criteria float to the top of the Highly Qualified category and by law must be referred over non-veterans. Merit Promotion Procedures

Applicants under Merit Promotion will be considered in accordance with the agency's merit promotion plan and union agreement. Time in grade restrictions apply.

Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 90 or above in order to be deemed as BEST QUALIFIED.  Candidates who ask to be considered non-competitively only have to receive a score of 70.
