Summary

This position is located in the Resource Staff, Office of the Deputy Assistant Secretary and Assistant Director for International Programs (IP), Bureau of Diplomatic Security.  You will serve as a Program Analyst with responsibility for providing advice and guidance to management throughout IP in the planning, execution and management of IP programs.

Duties

Help
  • Conducts evaluations of the use of program resources throughout IP in relation to approved financial policies and plans, projected workloads, and program priorities. Evaluates and monitors the financial management of IP programs.
  • Plans/conducts analyses of a wide variety of Directorate program and management issues, both short-term and long-term, and recommends appropriate courses of action to resolve such issues. Coordinates responses to a variety of information requests.
  • Oversees and coordinates an integrated budget review process on behalf of IP management Advises and assists managers throughout IP in developing funding requirements for current and future fiscal years and in formulating budget estimates.
  • Establishes/maintains liaison with counterparts in other Bureau/Department/Agencies to exchange information on overseas security matters, to advise on IP policies and keep informed about new developments and best practices in resource management.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience analyzing the effectiveness and efficiency of security programs to ensure compliance with policies.
  • Experience planning and/or monitoring financial/budgetary resources.
  • Experience acting in a liaison capacity to provide guidance and direction to stakeholders.

There is no substitute of education for specialized experience for the GS-12 position.
